The Board determined the date of its next meeting for 26 - 27
February 2000. It will probably take place in Kirchheim/Teck, Germany,
to be confirmed by Peter Schmidt.
Mr. Hofbauer greeted a guest, Mr. Rudolf Greissl. Mr. Greissl presented
a candidacy of Germany for the M Section European Championship in 2000.
It would be organized by the association in N(rnberg.
Representatives from Velenje were also invited. Velenje runs for the M
Section World Championship in 2001.
Rudolf Greissl presents the candidacy of the city of N(rnberg. He asks
which costs would be borne by Naviga. Costs of the Chief Referee
"fare only" will be covered from the Section's budget. Costs
of accommodation and board will be paid by the organizer. Costs of a
Naviga representative are subject to the same procedure as costs of the
Chief Referee (however, see a new modification below).
Naviga will bear the costs of medals, i.e. Naviga will provide the
medals. Engraving will be paid for by the organizing association.
The organizer will obtain addresses of referees from Mr. Dahm. A list of
referees was approved. Furthermore, the association will receive a list
on a diskette from Mr. Dahm, which will have been checked by Mr. Smidt
and Mr. Dahm. A Competition Secretary is still to be determined. It is
not possible that the task would be performed by a competitor who runs
in 3 to 4 categories.
Accolade: We paid homage to Mr. Willi K(nig, a long-term judge in
Sections FSRV, F3 etc. A diploma and a Naviga badge will be given to the
German representative tomorrow at the General Meeting.
A second application from Finland did not come until 2 November 1999,
which was too late. The accolade will be given at the next General
Meeting in two years.
Preparation for the General Meeting to be held the next day:
The agenda is prepared by the Chairman. Transport from the hotel to the
City Hall will be provided. There will be a friendly meeting in the
evening. Its participants will get one drink free of charge. Besides,
there will be a lottery held.
Several proposals have been submitted. Besides, the Articles have to be
amended since the authorities have turned down the old proposals for
changes.
It must be added which entity will legally represent Naviga. It is
proposed the Chairman take over the representation. In case of
obstacles, a member of the Executive Board should be authorized to
represent.
Furthermore, the last article of the Articles should be left out,
dealing with mergers with other associations (§19 (1, 2)).
On this occasion, § 2 (3) should be modified. Naviga should not pursue
economic objectives.
At the same time, § 4 (4) should be amended.
Voting: Everybody was in favor, the proposals will be presented at the
General Meeting.
Amendments of the Rules:
General Rules: proposal: All costs of a Naviga representative will be
borne by Naviga. Voting: 2 persons refrained, the rest was in favor.
Admissible number of contestants: At present the General Rules stipulate
no numbers of contestants in individual sections.
Proposal: On the information title page, the relevant section will print
the number of admitted contestants per section for World and Continental
Championships, as well as a protest fee and youth authorization to start
in the given year.
A Naviga treasury inspector will be compensated for his fare.
The Protest Rules are amended in a way that a protest can also be raised
by a team.
Mr. Türk will modify the General Rules by the next meeting and present
a proposal.
As to the General Meeting of tomorrow:
Chairman of the Election Committee should be proposed. The Board
proposes Mr. Henry Jaatsveld or Willi G(nthard as Chairman of the
Election Committee.
It must be reviewed whether voting can be performed by mail or via fax.
Voting by means of mail or fax is not possible. However, one country can
only be represented by one of other associations.
The following competitions were sent up:
C: World Competition in Mons, Belgium, from 28 July 2000 to 6 August
2000
FSRV: World Championship in Velenje, from 2 August to 12 August 2000
NS: to be announced
M: European Championship in N(rnberg from 10 September to 17 September
2000
S: no dates given
Velenje runs for the M Section World Championship in 2001
Nauticus applied for organizing the C Section World Competition in
Hannover in 2002. For the sake of a sponsor, Nauticus requests a consent
or refusal to be given today. The sponsor would finance the whole event.
Voting: Everybody in favor. The C Section World Competition will be held
in Germany in 2002.
Candidacy: C Section European Competition in the Czech Republic in 2001
during 23 - 26 August 2001.
Besides, the Ukraine applies for the European Championship in 2001 in
Kiev.
Romania, Constanza, also applies for the C Section European Championship
in 2001. (3rd week in June). Diplomas and medals with no cost for
Naviga. If not 2001, then 2003.
N(rnberg runs for the FSRV Section World Championship in 2002.
Poland runs for the FSRV Section World Championship in 2002.
Poland runs for the Sailboat World Championship in 2001
Proposal by the Sailboat Section: In view of the fact that only little
money is in S Section's budget, the S Section proposes the fare for the
Section Chairman to inspect the place where the competition is to take
place be exceptionally paid from Naviga's budget. The amount would be
returned as soon as the Section has accumulated more money.
Voting: 2 persons refrained, the rest was in favor of the settlement
Change proposals: A proposal to increase (double) the start fee. A
maximum of 3 three members of a national association should be admitted
to the Naviga Board. The assembly of each section should also include an
expert from every country.
Sweden complained about the establishment of a second association in
Sweden.
Settlement of costs of Section Heads: By the next meeting all Section
Heads should submit a settlement system. Costs of the C Section Head in
the amount of ATS 4,000 will be covered from the budget of Section C.
Report by the FSRV Section: New rules, national associations must be
informed for offshore only. There is no organizer for the next European
Championship yet. Poland has not yet transferred any money to the
Section (for the 1999 European Championship). In the future, the money
must be paid immediately. From now on, the amount must be handed over to
a Naviga representative on the last day of the competition at the
latest.
If the organizing national association fails to observe the conditions,
the Board must adopt other measures. In that case it will not be
possible to assign any other competitions.
The issue of Hong-Kong: It is actually a part of China but there are
still two associations operating.
Proposal: Hong-Kong is not a separate national association. Voting: it
is not a separate association - two persons refrained, the rest was in
favor.
Addresses of contact persons in national associations must be updated.
Mr. Fragniere will take care of the new details.
Report by the M Section: Mr. Schmidt wanted to take over the monitoring
of records and issuing of diplomas as well. Proposal: Mr. Schmidt will
perform the task immediately. Records will only apply to the M Section.
Voting: Everybody was in favor
Proposal: Records that were achieved on silver-zinc should be excluded
forthwith.
Voting: 2 persons refrained, the rest was in favor
Section C: Mr. Fragniere report on the activities of the Section.
Organizing the European Championship for 1999 in Spain is difficult. At
present there is no contact with the organizer. The organizer should
actually present the information in person. If a representative of the
organizer does not show up by the General Meeting, will the competition
be cancelled? If no representative of the organizer shows up, Chairman
Hofbauer will travel to Spain to clarify the matter.
Section NS: The Section Head was just newly elected. Improvements must
be made in Categories F4 and 4b, where plastic structures will be
concerned most. Section Head will ensure a remedy.
A new category could not exist. A specific proposal will be produced by
February.
Sailboat Section: A new Section Head was elected here too. He visited
the place of the next World Championship. Changes were promised at the
place of contest.
He would like to enter in contact with other national associations. No
proposals for rule changes were presented. Country signs on sails of big
sailboats should also be introduced for model sailboats.
Mr. Schmidt left the meeting at 3:50 p.m.
Judge ID cards: Finland filed two applications, which were submitted by
the old association. However, in the meantime a new association was
formed. The ID cards have been issued though.
Internet Activities: Herbert Kazmierzak must bring his picture.
The Internet represents a competition for Navigainfo. However, the
Internet must be continuously updated, which means a lot of work for the
Vice-Chairman, Mr. Svorcik. The information gets faster to individual
associations through the Internet. Nevertheless, Info should still be
issued on paper as well. Changes of the Rules should be processed
rapidly through the Internet in the future.
Section Heads have access to the mail box but they cannot reply. The
replies can only be sent through Mr. Svorcik.
The Rules should not be on the Internet. Only changes should be
published.
Secretary General needs his own connection to the Internet. Secretary
General will establish his own connection. He will present a report in
this respect in March.
Article in Bullauge: Mr. Mottschall published an article in Bullauge.
Mr. Dahm responded to the article.
Naviga - a look in the past: Tomorrow Mr. Hofbauer will inform on the
first steps of Naviga. Old documents are no longer complete.
Mr. Türk suggests that each section produce one video recording. For
example, recordings could be made during individual World Championships.
In France four American contestants suddenly joined the World
Championship. However, they only showed up once. Nowadays Australia has
applied for membership in Naviga, and also one American national
association. However, the contestant who wishes to sign up the new US
association is a German who has moved to the States.
The old American association will be informed that a new association has
applied for membership. If the old association pays for the two years,
it will become a member again. If it does not pay, the new association
will be accepted.
Chairman's computer, printer, and fax machine are damaged. New equipment
must be purchased. The costs will approximately amount to ATS 25,000.-
to 30,000.-. Mr. Hofbauer has been unanimously empowered to purchase a
computer and other equipment.
A vending machine is needed for refreshments and food of guests at the
General Meeting. Formerly, the machines were rented for money. However,
the lessor terminated his business. Therefore, the machines will be
purchased.
