Protocol from the Naviga Presidium session dated February 13, 1999

Mr. Melion, Mr. Jan Marzak information for the FSRV European Championship (EC)

Commencement: 9:00 a.m.

1. President Hofbauer welcomed the participants and called the session to order at 9:00 a.m. The Presidium forms a quorum. Mr. Andresen is absent and unexcused. Mr. Marzak and Mr. Melion presented information regarding the FSRV category European Championship from August 1st to 7th, 1999.

2. FSRV European Championship in Poland. An informational file was presented and Mr. Marzak made note of the EC preparations in Belchatov. Mr. Hofbauer asked about potential problems, primarily on the provision of safety measures.
Mr. Melion gave thanks for the assignment and opportunity to sponsor the EC in Poland. Security will be provided by the police and guards. The entire area where the EC is held is fenced. Mr. Schaft has inspected the area and has recommended it. The hotel and camping are directly in the area. Mr. Hofbauer asks after the provision of medals. This matter should be resolved. Medals will be supplied by LOK. No additional costs will arise hereby. Each country must bring and turn in a tape with the national anthem and 3 flags. The Naviga flag will be shifted from Gdansk to Belchatov, after which this flag will remain in Poland.
The Offschore category will officially go to EC. The rules must be prepared. Why are there 2 leading starting places from Sweden? At the moment, there are only Swedish judged for Offschore. The organizer will invite at his own expense another 3 judges who will gain experience. Mr. Schaft is to compile a list of judges by March 30 and another 3 will be invited. A French translator will also be present. Mr. Švorcík is the Naviga delegate. Agendas will be distributed at the end of February. Poland is announced as the organizer of EC 2002. A written request will immediately be sent for Mr. Schaft and the presidium.
Guests from Poland bid farewell and left the session.

3. EC Halle: Mr. Matysik informed about the EC preparations which are currently well underway. The organizational plan and agenda are ready. Term of August 28th to September 1st, 1999. The agendas will be distributed by mail next week, no later than February 28, 1999. Over the weekend, boats will be exhibited for the city event. For the meanwhile, the city will take part in EC financially. The championship will be held in the rowing area. Camping is possible on the site. The area is outside the city where there are good accommodations options.
The organizer accepts no accommodations reservations. Enclosed is a card of information offices where each participant can reserve a room.
The proposal of the judges was presented:

Committee as per appendix: 3 committees will be compiled.
A leader for the steamboat starting place is being sought. Mr. Dvooák will train other judges for NSS. The deadline is June 15, 1999. The judges should be invited in time.
Why are there so few judges from abroad, primarily from Russian-speaking countries? Invited are 8 foreign judges and others are not invited for financial reasons.

4. WCh Duchcov (M): The agendas have been sent, the judges are determined and provided. It is being attempted to ensure other judges from China. Training will be possible about 2 km from the starting place. The agendas are also available on the Internet at www.minfo.cz/wm-duchcov1999. The FSRE 2kg category will not take place in Duchcov. Mr. Hofbauer is the Naviga delegate. 30 Mhz band is not permitted in the Czech Republic.

5. WCh A/B: France has rescinded sponsorship. Bulgaria has an application and has sent an agenda. Term of August 24th to August 29th, 1999 (Parcaschick)

The location is known. No more than 20 medals will be needed. Agendas have been sent out by mail.

6. WCh Sail Yacht: June 17th to June 26th, 1999 in Bulgaria. Naviga delegate: Helmut Turk

7. ECh C Barcelona: The section head visited the location, World Trade Center, directly on the ocean. The building is not yet completely finished. A boat show will also be underway.
ECh organization is ensured by the modeller’s association and foundation. Term of November 27th to December 5th, 1999.
Agendas will be distributed by March 31, 1999, application deadline by June 25, 1999.
The foundation wants to issue annually a memorial medal (400g silver) for the person who gained the most recognition for the C section in the given year.
A discussion regarding general Naviga rules followed.

Section FSR report
Mr. Schaft informed on the section’s reactions to Mr. Turk’s report in Naviga Info 4/98.
The date of MS in the year 2000: July 26th to August 5th, 2000 in Velenje (Slovenia).
Australia wants to become a member of section FSRV. The rules in English are completely ready and have been sent to all the associations. A disc can also be bought and then print the rules. The price is not yet set. The rules can also be purchased printed (price: 100 OS + postage).
The address of the section head should be published once more, including fax and telephone number.

Section M report
Category Eco II will no longer be accepted as an official Naviga category.
Proposal for publication of the competition terms in Italy (Ravena) in Info. Term for Graupner Cup-Hydro (Mono) Eco: May 22nd to 23rd, 1999. Voting will be published like unofficial information. Other competitions in Switzerland-Astano.

Section C report
The worldwide competition will be organized in Belgium in 2000. Further precise information is not yet known. In 1999, there will be a joint meeting of the judges with section NS in Switzerland. Most importantly, categories DS and NSS must be trained. Mr. Fragnier will decide with Mr. Tomášek on joint plans.
The Chinese association asks about the rules in English. It will be intermediated by the general secretary. If an aid for ME and MS organizer is going to be prepared, then it is ready for section C.

Section NS report
The section head is absent. A letter arrived from Finland stating that the rules are not okay. The letter will be passed on to the section.
Treasurer’s report: the written report will be printed in the next Naviga Info.

Agenda at the general meeting in November:
Possible term November 5th to 7th, 1999 or November 12th to 14th, 1999. After verification, it will be published in the next Info. The hotel must be reserved in time. The exact number of rooms must be known no later than in the middle of September. Mr. Hofbauer will make the reservation. The agenda will be the same as at the last meeting.
Written proposals must be sent to the general secretariat no later than August 31, 1999. Candidate motions for the elections are to be sent no later than May 31, 1999 to the Naviga secretariat. Alternates by August 31, 1999.

Miscellaneous:
Medal problem - the medals partially oxidize. Two were sent to the producer for cleaning. The medals against arrived uncleaned. Another company to clean them will be tried.

40th anniversary of Naviga:
A social evening event will be organized for the anniversary and the general meeting.
Proposals for the Naviga Memorial Pin distinction can be sent to the secretariat by August 31, 1999. Mr. Hofbauer will have it made and the award will be presented at the general meeting.

Application of a new Swedish association for acceptance into section NS. The second association does pay membership fees, but does not participate in MS and ME in section NS. In 1993, competitors started in the F2B category. The secretariat will inform the association that it can start. The old association will be informed. The fee for section of 500 OS must be paid by the new association which can already start in Halle.

Mr. Švorčík´s proposal: Naviga should be on the Internet to broaden informedness. Establishment costs are 9000 OS, fees for lease and maintenance are 8400 OS annually. Mr. Švorčík is in charge of establishing the Naviga page on the Internet, will create the pages, and update them for one year.
Voting: 5 in favor, 1 abstention. Mr. Švoreík will draft a proposal and will be in charge of the Naviga Internet for one year. He will receive materials for this from all the presidium members. The proposal will be ready within 4 weeks.
