Mr. Hofbauer welcomes those present and notifies them of the death of
Mr. Doscal of the day before. There follows a short memorial for Mr.
Doscal.
The meeting starts with a discussion on NS regulation.
A final draft of the regulation can be issued only in October. An
interim regulation, not including steam and mini sail, can be issued
before then. A number of proposals, concerning the steam regulation will
be considered (Austrian and French regulations).
In any case, a new regulation for this year shall be ready by the
summer. The section's technical committee will meet to work out a new
regulation.
Issue date for the interim regulation: End of April 1998, including
steam and mini sail.
Concluding discussion about general regulations:
Section S will not be included in the general regulations. Those
general features needed by the section, will be included in the
regulations for section S.
Point 2.1.2.1. ‘Internal combustion engine’ will be changed into
‘motor’.
A fifth point is added, prohibiting the use of remote controls in an
area of 1000 meters.
Should E be abolished on reserve boats? E does not have to be written on
those boats. It is quite possible to have boats without E. However, only
two boats per participant, class and competition are permitted. The
registrar has to control this number.
F1, A\B, F3, Mono\Hydro and FSR are all removed from the measurement
documents.
Point 2.1.6.4 remains as proposed in the regulation.
Point 2.1.8 ‘equivalent amount’ is crossed out.
Fees for world championships, continental championships and
competitions have to paid by the association nominating the candidate(s)
and separated into: one amount for the organizer, one amount for the
section, the latter of which has to be transferred directly into the
account of the section, which is stated in the invitation to the
competition.
The current fees are as follows:For the organizer/for the section:
Senior level: 10,- USD/5,-- USD, Junior level: 7,- USD/3,- USD
The relevant representative of Naviga is responsible for controlling the
amounts paid for the relevant competition.
Point 2.2.2: Point 4 is deleted.
Point 2.4.9 (1) last paragraph ‘Suspension of classes’: If this
is not the case at three consecutive world championships, the relevant
class will be suspended from the championship program.
Point 2.4.9.3: Class C is added. Second sentence, see above.
2.4.7.4: Class F6 and F7 is deleted.
2.3.3 (2b) Addition: In this case, the jury will call another
meeting, where it will make a final decision. Thus the representative of
Naviga can be voted out.
4.4: The records registrar shall receive the documentation directly,
the same applies to referees’ identification cards.
2.2.2/1/ Registrations of participants at world or continental
championships can only be made by an association
Addition: Referees’ identity cards: The extension of referees’
identity cards is subject to application and subsequent approval of the
main association.
Point 5 of the agenda: Report of the FSRV section In France, the use
of the 40 MHz frequency is not authorized. It is possible to apply for a
permit (subject to payment of a fee) to use this frequency. The head of
the section has applied for the release of all frequencies. Some
frequencies around 27 MHz can lead to problems with the CB radios. 40
MHz is also free. No payment has to be made.Helmut Türk becomes Naviga
representative in France.
Point 6: M Section
P. Schmidt has arranged a meeting with Mr. Knüsel in Sinsheim. Mr. Dahm
will also be present. There, further matters will be discussed. At the
end of August the Swiss International Championships will take place,
which will be regarded as a test competition. In the autumn, Mr. Schmidt
will write another report. This year, there will not be any European
Championships in the M classes.
Point 7: C Section
Sections C and NS are offering a training seminar, which will take place
near Prague on 10/11 October, 1998. Invitations to this seminar will be
enclosed in the Naviga Info, the associations will receive separate
invitations.
An overview of the medals won to date in the F2 and C classes has been
drawn up . A guide to organizing a C competition will be issued.
World Championships in Gdansk, 22.08.1998 - 30.08.1998. Invitations have
not been sent out yet. The head of the section has already written to
the organizer, a reply has not yet been forthcoming. Mr. Litwien replied
on 16 February, 1998, stating, that the organizing committee takes all
responsibility. The material, sent out by the head of the section, has
arrived. He thinks that all the material can be used. On 12 February,
1998, all invitations were sent out.
Deadline for applications: May, around May 15th 1998. The
head of the section has been put in charge of the smooth running of the
program. The question of accommodation has yet to be addressed. The head
of the section has submitted a list of referees, however, the organizer
does not fully agree with it. For example, there are two Germans in the
committee, Mr. Tomaszek has been rejected as head of the committee. Mr.
Mitsulov has been appointed head of the committee C1, C3, C5. Substitute
referees can be chosen by the organizer.

Consequences of St. Gallen. Several letters were published, followed

Point 8 NS section
A regulation has to be forthcoming as soon as possible, though the
urgency must not impair the quality. An interim regulation has already
been in use. This regulation, should it be issued, must be validated in
time for the 1999 world championships. There already exists a draft for
F6 and F7. ( More should be done for the benefit of the spectator).
Point 9: Section S
New regulations are already in existence. Bulgaria is interested in the
world championships.
Point 10: Cash
5 new bank notes have been handed over. Who has access? Together with
the acting presidium, the head of the section decides, what use this
money will be put to. France (FSRV ) as well as Poland (C) already have
to pay the new, higher fee. The invitations ought to be changed.
Paid by the section are: travel costs of the main referee, other
disbursements are discussed as above.
Point 11: Arranging a time in November 07.11.1998 or 14.11.1998
Point 12: Misc.
Query from Turkey and Latvia. Turkey will pay and has already made some
payments. Latvia will also pay.
Costs for food and service at AGM amount to 98 Austrian Shillings (ÖS)
per person, 2900 ÖS for the rooms in Korneuburg and 2000m ÖS for
unoccupied hotel rooms.
13 countries have already paid.
Slovenia wants to organize the FSRV world championships in the year 2000
in Velenje. It is agreed that Velenje is awarded the FSRV championship
in the year 2000.
40 years of Naviga.
The interest from fixed deposits will be used to pay for the 40th
anniversary.
There are, however, not enough presents. In future competitions, team
leaders shall receive 10 presents.
The M regulations contain the AB regulation. Additional AB
regulations have been printed, to be sent to those countries that do AB
Following Mr. Mottschall’s article in a model-building magazine,
the Czech Republic withdraws from its candidacy for two world
championships and for other competitions. Because of behavior
detrimental to Naviga, Mr. Mottschall shall be excluded from all
international competitions, continental and world championships. His
referee's identity card is invalid. It is not known, who has extended
his international identity card. The relevant Vice president and head of
section have not extended his identity card.
