1. Welcome by Mr President
|
The president of Naviga Mr Dieter Matysik welcomed members of the presidium. This is the first meeting of the new presidium.
All the members agreed that everything which was negotiated on the day and was not part of the protocol would remain secret for general public. This also applies to the company as well as for the intepreters. The rule will also apply to following presidium meetings.
The protocol of the last meeting was unanimously approved.
Naviga continues its usual activities, a couple of European (EC) and World Championships (WC) were held. Heads of the respective sections are going to present their reports. There were some problems in Warsaw at the World Championship of of section M – there were problems between Nauticus/Naviga and LOK. The report will come later.
The work in presidium was hard for its president and he is going to share some of his duties in future.
There are some problems with the union organization in Vienna. Mr president got the answer from Vienna a the way must be found how to enter the union into the register. The problem is that the Austrian union has to have a mailing address in Austria. For that reason Naviga will remain to be based in Austria. No Naviga info has been published so far. This has to be done as soon as possible. Mr Hofbauer and Mr Dahm offered their help in writing it. Unfortunately only the news from Mr Schaft has arrived.
Naviga info can also be sent via the Internet. In case that it is going to be sent via the Internet it should be also sent to the representatives of the sections from respective countries.
Mr Svorcik suggests that Mrs Bartova should write electronic info. The work of the presidium itself has to be improved. The presidium should act unanimously. This year there have been problems between Germany and Poland. Naviga has to act as one body and (after the internal agreement) speak unanimously.
Above all Naviga should observe its own rules. Because this was not the fact some countries were upset.
Petr Schaft read the letter from Hungary saying that Naviga is in danger. But this is not true!

2. Vice presidents´ and secretary general reports

Vratislav Svorcik
Mr Svorcik has intensively dealt with the problem of referees. there are no cards any more. Mr Svorcik suggests that there should not be any paper referee cards any more. They should be issued in the form of pay card or a little bit bigger. They will be accompanied by a paper document for the record of their engagement and training. The point here is only to cut down on expenditures!
Mr Svorcik took part in two World Championships, unofficially in Warsaw and at the World Championship of section C in Jablonec.

Maria Demidenko
She was a Naviga representative in Warsaw and in her opinion there were no major problems during the competition. There were, nevertheless, some problems with hotels, a lot of people had to travel a long way, the prices at the place of competition were too high. Based on this WC a part of the general rules should be changed. Mrs Demidenko presents her proposal.
There were two candidates for the election of the head of this section. Mr Wyrzykowski was elected.
Some countries, e.g. Russia, Belarus and Ukraine will join forces in organizing competitions of section NS in 2009, 2010 and 2011. There will be a more detailed report. Next year Georgia would like to take part as well.

Jitka Bartova
At the beginning it was hard for her to do the work due to lack of experience. She made a new list of the members of presidium with their addresses. These should be checked today.
She finds out that Naviga representative is the highest representative at competitions who is responsible for observance of the rules and has the final say.

Treasurer
The balance is 22,000 Euro. The expenditures of the presidium meeting are too high. From the next meeting on they have to be counted on the basis of the real expenditures.
Voting : agreed unanimously
Naviga has got a too much of dead stock in the form of medals. Respective sections have to use the medals provided by Naviga.
Next week, if possible, a new bank account will be opened in germany and the money from Austria will be transferred. At least two persons will have the right to sign. In case it is not possible to open a new bank account without a new extract form the register from Vienna, the existing account will remain in use.
Several new apparatuses have been purchased.

3. Reports from section heads

Peter Schaft, section FSR
There were many problems in Leno (Italy). The organization was not as good as at the trial competitions in past years. The competition could take place only thanks the help of praticipants. A part of the rules was changed or improved at the section meeting.
One of the issues: participation fee was raised for seniors and juniors, see the list in Mr Schaft´s report.
EC 2009 and WC 2010 will také place in Hungary, organizer – the city of Oroshaza. WC 2010 will take place in first two weeks of August.
2012: Sweden applies for the WC, the area will be surveyed next year. FSR section has got a new member – Israel.
The Schötteldreier card has been missing for a year. Besides that it is necessary to make two renewals. There will be completely new rules in 2010.

Section C
In Jablonec Martin von Gelderen was elected. WC was well organized. The atmosphere was good. There were many medals. The referee teams consisted only of three referees, but they worked well.
300 models participated in the copmpetition.
New rules have been finished. Next year (June 20 – 27 , 2009) EC will be held in Romania in Timisoara. New rules will be published in future.
Germany is planning to organize WC in August 2010 in Leipzig during the Leipzig Fair (they apply by word of mouth via Nauticus). |

Section M
Mr Wyrzykowski was elected in Warsaw.
He has established a new TC consisting of 4 commissions. China has not published any names yet, the English candidate was blocked by the country union.
Mr Mytsik´s remark: it is possible that the German candiodate will be blocked as well. Mr Wyrzykowski has been sent anotgher name several times but he has never answered,.
A new forum in sction M was opened. It was clearly stated, however, that that the official opinion of Naviga will be presented only on its website.
New things will be tested in the season of 2009 and in 2010 new rules will be made. Mr Svorcik: Some kind of proposal should be made so that the participants are able to build new models. Mr. Svorcik and Mr Dahm have have asked for the directives concerning the use of accumulators, but Mr Wyrzykowski has not provided any information.
Bulgaryia pplied for WC in 2010, Germany is going to present its application for WC in 2010 today. For the time being the place will not be published.
In Janury 2010 temporary rules will be published cocnerning the wight of accumulators, their number will be then be exactly specified.

Section S
WC 2009 will take place in Hungary – August 18 – 30.
This year a testing competition was held. Accommodation is available.
Italy (Trieste) has applied for WC in 2011.

Section NS
Martin Tomasek could not participate due to his business trip. Mrs Bartova presented the report.
EC took place in Poland. The positive apect was that after a long time there were participants from Hungary. The area was well prepared, but the organizing side was very bad. (For example referees were accommodated in rooms of very poor standard with three beds in each room. There were no lists ready, as well as no information about the organization and the place itself.
Many participants did not come and that is why the titles could not be awarded in many categories. Only 7 countries including Poland participated. There were the same problems two years ago. In Vienna everything was nicely presented, but nothing was available at the spot.
The question is: how to make organizers organize big competitions,
The rules will be translated from from German to English. Some corrections will have to be made though.
WC for section NS wil, be held in Pirna (Germany) - July 31 – August 8, 2009. Hungary is planning to organize EC in 2010.
Mrt Bonev and Russia sent proposals fo the change of rules. There will be an internal meeting for this point.

Sektion AB
EU took place in Bulgaria, it was well organized, no problems, justl little ones with the fuel, but they will be solved next year.
The results were very good. There are three candidates for the next WC : Rousse will organize WC in Bulgaria – August 26 – 30, 2009.
At present there are eight member countries of section AB.
Nobody is against Rousse, Rousse will get WC. Naviga medals will be used.
A new section AB-E was tested in France, also in Bulgaria there were some test competitions. There is progress in the new section which seems to be good mainly for juniors. On the next WC this section will be presented.
Another problem is measurment of the level of loudness. Models are getting smaller, engines are more powerful, the noise is stronger. The limit should be raised to 85 db. This step is not considered to be good by other members of the presidium, the noise level should be lower. |

Situation in Warsaw, WC of section M
The greatest problem in Warsaw was the fact that there were three participants form Germany. The German team was withdrawn by German union and Mr Melion and LOK were informed. Oral as well as written withdrawal were made in time, which can be proved.
Mr Wyrzykowski, the head of the section, says this should not have happened. He understands Nauticus as well as the organizers. Some strange things happened, there was some problem, possibly because Mr Melion´s mother died, the new LOK representative did not have the slightest idea about that.
Why were they allowed to take part anyway? The withdrawal was supposedly known only in the afternoon after the registration, although it was delivered a long time before that, it was sent several times etc. Besides that, the withdrawal was presented to Mr melion by Mr Matysik in person in Pabianice (June 14 – 21, 2008). Allegedly that is why a commission was named. According to the rules this is not acceptable. To be allowed to register is not sufficient to be allowed to participate in competition.
Mr Melion had the data - via mail and email and he was given it in person as well. Mr Demidenko also received an email saying that Germans will not take part.
From the point of view of organization it was incomprehensible that the Germans did not come.
On Friday, after Pabianica, the mails and letters were sent wit a three-week advance.
All the data had to be at the place.
There were many problems. There was some sending off in Germany. People were sent off. Nauticus reserves the right to take away the titles. But this does not apply to a new section head. LOK did not react to the news.
This must not be repeated in future.
It is confirmed that Mr Wyrzykowski called Mr Svorcik on behalf of Mr Melion and asked whether they could cancel WC or postpone it.
Mr Melion or LOK forgot to book two other hotels listed in public announcement.
Hence the postponement.
In Poland several people were dismissed from LOK after the WC.
Maria Demidenko brings proposals for changes in Naviga rules. These will be negotiated in near future.
Problem during the race Mono I finals: crash during the race. Yellow card given to the head of starting point. The protest of English team followed. The protest was accepted and it was dealt with by a main referee. This is not allowed by the rules.
What can be done?
1. It was a major mistake of the main referee, the head of starting point did the right thing. Mr Peter Schmidt should not be the main refertee anymore.
2. Mr Matysik requires a report which will be negotiated at the next meeting.
Voting: unanimously.
3. Mr Dahm porposes to award two world champions in this case. The champion in question is junior and he is said to be a well known and fair competitor.
4. Voting: 3 for, the rest against. No change in awards.

50th anniversary of Naviga
|
NS WC in Pirna and and board meeting of Naviga next year are the chances to celebrate the jubilee.
Mrs Demidenko´s proposal: manufacture of little medals for those who will participate. They will be able to buy them.
A social evening with a banquet should be organized for the delegates of respective countries. Special issue of Naviga info should inform about 50 years of Naviga activities (texts and pictures will be necessary). Next issue of Naviga info will publish an appeal for delivery of texts and pictures. Mrs Demidenko will compose a letter and will send it to all countries.
Newspaper of cca 10 pages. Everything should be arranged by the end of April. |

Changes in FSR rules will be published on the Internet.
Cancellation of categories in section M in Warsaw. Hydro III, Mono III, S7, S14, Eco Standard.
Mini Eco Standard and Mini Expert are approved.
Transfer of permanent starting numbers to international marking (will be tested).
Karl Schmidt has all the addresses, cell phone numbers and email addresses of the members of presidium (Mrs Bartova will make a list).
Mr Türk sent a letter to Olympic Committee. Maybe the answer has not come because the letter was signed only by the secretary general and not by the president. After the next board meeting a new letter with better reasoning should be written.
Mr Schaft said that the name Naviga has to be changed. The biggest union of pilots also did not succeed in getting into Olympic Committee.
A covering union should pay 15 Euro for a referee. The money should be used by Naviga to cover the expenditures on referees. This should be dealt with on the next board meeting.
In international competitions the paragraph about an international referee from foreign countries should be cancelled and namely the payment as well.
After publishing the rules on the Internet the basic contribution to Naviga should be raised from from 250 to 300 Euros.
