The minutes of the presidium meeting of Naviga held on November 9, 2007

1. Welcome by Mr President
Mr Hofabouer welcomed all present gentlemen. All members of the presidium are present and and the presidium is thereby quaorate.

2. Approval of the minutes of November 2006

3. President´s Report
Mr Hofbauer was the president of Naviga for 12 years. It was not easy to preside Naviga for 12 years. Unfortunately there has not been any major distribution of work – Mr. Turk and Mr Dahm helped with everyday work. “Naviga Info” was its official newspaper. It was issued exactly four times a year. Unfortunately there has not always been enough information to fill it with. But it was important that the information was provided four time a year. Mr Hofbauer worked for Naviga for 26 years and for example with his son they composed Naviga anthem.
All the rules were copied and distributed. They represented quite a high expenditure for example copier costs. Mr Hofbauer hopes his successor will continue to distribute the information.
Mr Hofabuer mentions one negative and that is the fact that there was no information in advance before the World Championship in Petersburg. Consequently some countries did not take part.
Next World Championship of the section NS will probably be held in Germany, World Championship of section S is to be organized n Hungary and section M World Champisonship is going to take place in Warsaw.
Naviga will probably face financial difficulties in future. Contributions are too low to cover the costs. For example Naviga has organized a dinner for tomorrow night and to cover the costs at east 50 people will have to take part. That is why Mr Hofbauer proposes to collect 10 Euro from each member of the presidium to make the costs as low as possible. All the members agree.

3 sections are facing financial problems: sections A/B, S and C. Their costs are too high.
Naviga has bought medals for more than 20,000 Euro. The money has to be transferred otherwise Naviga is going to face insolvency.
Mr Hofbauer thanks for collaboration in the presidium and wishes his successor lots of luck.

4. The secretary general´s report:
He has received three election proposals, one form Russia, one from the Czech Republic and one from Germany. Not all the people who will take part in the elections agree with the proposal from Russia. That is why Russian proposal is excluded from the list.
The proceeding of the board is negoatiated
Mr Politov´s proposal: change of election system. When is it going to be valid? If Mr Politov´s proposal is agreed upon it can only become valid at the next meeting of Naviga board. The discussion will take place tomorrow at the board meeting.

Proposal for arbitration court: Mr Langl, Mr Melion, Mr Lundriger
Handover of materials:
Handover of current materials and documents will be decided upon after Mr Hofbauer comes back.
Bookkeeping has to be made clear, Mr Dahm will find a solution. The secretary general´s documents will be handed over to a new secretary.
Mr Hofbauer will make 4 more issues of Naviga Info and necessary material is going to be bought.

5. FSRV section report
Prsident of the Italian union Mr Givanni Branca introduces the place of the World Championship Leno (Casteletto). It is in the neighbourhood of the city of Leno (nice water, mild wind). Time: O2/O8 – 16/08 2008. Restaurant and camping are at the spot, sanitary facilities will be improved by that time. Camping and other costs have to be payed together with the application form. All the documents have been handed over to to the head of the section.
Accounts from all the heads of the sections are available to everyone. In 2009 the European Championship will be held in Hungary nad the World Championship will beh held at the same place (Oroszhaza) in 2010.
It has to be made clear who is goig to represent Naviga in Italy. FSR section demands new flags. These can be bought: (prices 5 pieces- 106 Euro, 10 pieces 56 Euro per piece. ) 10 new flags will be ordered.

6. Section M report:
The world Championship of the section M will be held next year in Poland – Warsaw. It is the same place as in the case of the World Championship in in 2004. Term: 11/07 – 20/07 2008. An effort will be developed to shorten the time. Mr Matysik is proposed as a representative of Naviga. Mr Schaft is nominated as a chief referee by the section. The list of referees was made clear at the spot. Another hotel has been built at the place and a new camp is going to be built as well. Polish union has received a confirmation.
Rerport by the head of the section is available. Polish representative in the section Mr Stolarek objected against postponement of changes in the rules which was decided at the meeting of the section in Thale.
The postponement in question was agreed upon unanimously by TC of Naviga due to technical reasons because it would not be possible to implement them properly.
Tomorrow a questionnaire is going to be handed round concerning a change of power units. It was distributed earlier this year but many countries have not replied.

7. Section C report
Due to many competitions the number of competitors goes down. Fewer and fewer members take part in competitions mainly those from western countries. Head of the section hopes there will be more competitors at the next World Championship in the Czech Republic because the place of the competition is easily accessible. The rules will be translated into English, the rest was included into the report.
The World Championship 2008 will be held in August 20th – 27 th 2008 in Jablonec. The competition is going to be held at the same place as in the past. The mayor is its patron. List of referees is known.
Romania applied for the European Championship in 2009 ( 20/06 – 27/06) in Timisoara. The section will decide about that. In case that Mr Matysik is elected a new president tomorrow a new head of the section will be elected at the World Championship.

8. Section NS report
Delegation of the Polish union introduces the place for the European Championship in 2008.

European Championship of the NS section is to be held in the city of Pabianice . Alternative term: one week later. The mayor introduces his town. A hotel and a camp are nearby. Poland is authorised to organize the European Championship.
The head of the section explains details. The authorisation is granted on condition that the registration will be improved. Another problem is that there are going to be only few younger participants present because it is not the time of holidays. It would be more convenient to find an alternative term.
Poland would also like to hold the World Championship in 2009. Germany has also applied. Germany will receive a written confirmation tomorrow. Pirna will organize the World Championship in 2009.
Report of the head of section: there were problems at the World Championship in Petersburg. He said he had warned everyone already during authorisation. 10 countries enrolled but only 9 took part.
Revised rules are going to be issued in English in the beginning of the year 2008. Construction commissions should be limited to 3 persons. It is necessary to organize training of referees.

9. Sailing boat section report
The World Champioship was held in Slovakia this year. Some problems with participants and with registration emerged. At the section meeting two changes in rules were decided. From now on 4 ricks (2A ricks) may be used in the class F5a and a new measuring rule has been created for the class 110er. Next World Championship should be held in August 2009 in Hungary.

9a. Section A/B report
The World Championship of this section was held in Finland in 2007. New participants from Germany took part. New rules have been approved. A/B may now use electric power.

10. Financial report
The report is now available to all members of the presidium. It is also going to be presented to respective countries tomorrow. An audit was carried out and no problems were found. A new presidium has to consider the financial situation of Naviga. It is necessary to look for sponsors. Mr Švorčík is going to take care of that.

11. Preparation of elections
Has already been dealt with in 4.

12. Miscellanea
Mr Litwin introduces a new ceremonial order. If everything is delivered in English only (speeches etc.) it will be possible to save some money. He explains respective issues. Other members of the presidium suggest deleting item number 4 of the agenda.
