The minutes of the presidium meeting of Naviga held on November 3 2006

3. President´s Report
There is a problem with one of the Finnish unions concerning the Worlkd Cahmpionship FSR. The address and and the name of the union on the application form do not correspond. The matter has to be made clear. 
Bulgaria: 7 diplomas have been sent on the occasion of 60th anniversary of the Bulgariuon uniojn. It was not possible to travel to Bulgaria due to high cost.
Nautilus did not apporove Mr Bogdan for the f European Championship in Pland udet o insufficient qualification.
There will be some problems in future with the applications for the World Chamionship and continental championships due to dual citizenship. Such problem has already appeared. It has to be fixed by provision.

Medals:
New medals have been ordered because there were none left. To achieve a reasonable price great number of medals had to be ordered. 900 pieces of gold, silver and bronze medals have been ordered. It was not possible to order a bigger number of medals because that would threaten the liquidity of Naviga. 
The total price is 25,960.50 euros + 5,192.1 euros VAT = 31,182.6 euros. One set of medals (gold, silver, bronze) is then 36,00 euros + postage which may be quite high because of the weight.
4,000 and 2,000 euros were saved due to the fact that travels to Norway and Bulgaria were cancelled. 
Charges for activities during the World Championship for example for the category C do not cover the cost for medals much less the cost for the head of the section. 
The cost of translations are also very high but these are gong to be reduced by introduction of English as an official language. 
The costs of the Internet are also too high (currently approx. 1,000 euros a year), these have toi be reduced as well. There is some possibility via Germany. 
Sponsors: Competition rules have to be remade to provide better conditions for winning new sponsors, because it will not be possible to fund Naviga without new sponsors. Sponsors should support the organization which will relocate sufficient funds to further to the sections as well as to the organizers of the World Championship. 
Some solution has also to be found to the problem of applications for the world and continental championships without simultaneous payments of the contestant fees because a lot of contestants who have applied for the participation in the championship simply do not arrive. The organizer never knows in advance what number of participants should be taken into account and has serious problems with preparation and funding. 

General assembly 2007:
Term: November 11, 2007
July 11, 2007 to be booked for the session of the new presidium in Ökotel.
Very important of the announcement of the general assmbly:
Rooms can be booked only directly in Ökotel. 
There will be some refreshments and dinner on November 10, but 10 euros per person will be collected from those who will apply.
Meeting of the presidium : November 9, 2007 in Okotel.
The statutes have to be changed because English is going to be an official language since 2008. There another 3 languages mentioned in the statutes.

5.1. Due to the decision of the general assembly English was made the official language for all areas of Naviga. 

New rules of procedure will be published in Naviga Info on its homepage and they are valid since 2007. 

The remaining money from the world competition of the class C was remitted to Naviga bank account. 

Very important: Allegedly some emails from Finland concerning the change of the name as well as of the address were sent to the general secretariat. But the secretariat has not received any. 

The following should be unconditionally observed: There should be a clear wording of the object of any email. Email without clearly stated object or emails from unknown senders will not be opened due to rising threat of viruses and they will be partially deleted by anti-spam programs as well as messages containing viruses. It is necessary to demand confirmation of reception. This will always be sent on condition that the message was accepted correctly. 

Items 5. - 9. Reports from sections:

FSR: The World Championship in Norway was very well organized, everything went smoothly. The following WORLD Championship Will be held in Italy approximately 80 kilometres from the lake Garda between Brescia and Ancona. 

M: The World Championship in Thale passed off well. Application form from Poland for the year 2008 has been delivered, the applications from France, and England are also acceptable.
Minor changes of rules. 

C: The world competition in Dubrovnik/Croatia was good thanks to sponsors. Special preparation was not good enough due to little experience, but all the deficiencies were sorted out on the spot so the competition passed off well. Once more: thanks to the organizer. 

Sailing: The preparations for the world championship in 2007 are going well. The place of Senec / Slovakia is well known from previous competitions and is suitable.
Currently it is necessary to make some changes in the rules.

A/B: The World Championship in France in 2007 will be held from August 28 till September 2 near Amiens. Medals have to be sent to France to the following address:

NS: Head of the section Mr Tomášek was excused due to workload.
There is a correction of the rules from 2006 in English.
European Championship in Poland / Glovno : the preparation was bad, problems were sorted by mutual effort of the participants. 
World Championship is to be held in St Petersburg, has not been announced yet. No report from Russia has been delivered yet. Probably due to its organizer Mr Politov who may be ill . 

Item 10: Financial report
No financial report, problems mentioned in the president´s report. 

Item 11: Election proposal concerning the election of president: no proposal
Election proposal from Germany has already been handed in.

Item 12: miscellaneous
Open European Championship in Moers will be organized by section M. The term will be announced.
The Flag of Naviga section FSR was left in Germany as a resent. The section would like purchase a new one. 
Question from Austria: training of the sections NS and C. Reply: Probably will be held the term will be announced in time. Probably in spring in Germany or Czech Republic.
