The minutes of the board meeting of Naviga held on November 4 2005

Present:
Mr Hofbauer, chairman of the executive board

1. Mr Hofbauer welcomed al present gentlemen and checked the quorum. Mr Dam was charged with taking the minutes.

3. Report from the chairman of the board

There are several problems:

Problems with AB in France concerning the European Championship of 2004. France sent a public announcement for the European championship of 2004 in A/B class. Naviga has never received the announcement and France has not obtained any reply to its repeated questions. That is why they had no sponsors. According to the chairman of the board Naviga has not received anything. The former head of the section, Mr Schmid , was informed. The European championship took place and Naviga passed the medals to Mr Schmid.

The World Championship of the section AB took place in France in 2005. Money and presents etc. for France were passed to Mr Schmid.

Did a proper World Championship take place in France? According to Mr Hofbauer there were too few participants. Actually it was no championship.
The head of section replies: The organizing side of the championship in France was good. He claims that there is an incomplete list of results. Only the last round has been printed. The results in print were given to Mr Hofbauer by Mr Schmid. There is an agreement that the new list of results will be printed. It will be difficult to secure more countries to take part in A/B. However the head of the section is going to do his best.

Mr Hofabuer and Mr Dam start talking about the problems of the treasury. In 2004 the treasury was closed with an active balance. The result of 2005 will be passive. It is necessary to save money but it is hard to decide where. Various ways of saving money were discussed. What is going to happen according to Mr Hofbauer?
Mr Hofbauer's family carries out a lot of work for free. In case al the work will have to paid for there will be no money left to cover all expenditures. One of the ways how to improve the situation is to increase membership subscription.

Examples of the increase of subscription:

250 Euros / basic subscription, 50 Euros each section

Mr Hofbabuer:

Bank transfer fees are 100 Euros a year. Besides some countries often pay late. They pay in time only in case that their country is involved in an interesting world championship.
I case that some country did not pay for a year it has to pay the sum in question plus the subscription for next year. AB section is paid for by seven countries. Thus it is not possible to cover the expenditures of the section. That is why no Naviga representative was sent to France.

Proposal for the increase of starting fees:

Starting fees: seniors
Minimum starting fee: 15 Euros
Maximum starting fee> 30 Euros
A Naviga section will be given at least 5 Euros, 30% of the starting fee at the most.
Concrete starting fees will be decided by the respective sections.
Starting fees for juniors will remain the same. The new fees should become effective since 2006.

Extension of the rhythm of WC for 3 or 4 years. There will be more discussion on that.

The world championship extra for Naviga will be lowered to 500 Euros effective from 2008. Approved unanimously.

The expenditures on the main referee and Naviga representative will be covered by an organizer. This is going to be discussed, for the time being the old rules remain effective.

Poland:
The World Championship in NS section should take place in Poland in 2006.
Place: Glowno is the main organizer, Lok is an organizer.
The head of the section approves of the World Championship in Poland. Other members of the board join him in his approval. The organization of the European Championship is delegated to Poland.
Term: August 20 - August 26 2006
Prices for camping are very reasonable. Referees are accommodated 200 meters from the place. No referees taking part in some of the classes will be nominated.

Mr Politov:
Russia would like to organize the World Championship of NS section in St. Petersburg in 2007. It is possible to come by train or by ship. The city will sponsor the event. Funding is secured.
July 25 - August 2007 [at that time the parade of the navy takes place in St. Petersburg]. Several pictures of St. Petersburg were shown. The hotel can be found at the place itself. Surveillance is secured. Organization of the World Championship is unanimously entrusted to Russia.

4. Chairman of the board:

New code of rules was discussed, new business regulations have to be set. They will be adapted to the new code.

Contributions for the board meeting:
2 contributions from France, 1 from Germany, 1 from Bulgaria, 1 from Belgium

Belgium
Who is responsible for the treasury of the section? This has been determined exactly: head of the section, the treasurer and the treasury comptroller.

Is it possible to lower the internet expenditures? A new solution is being looked for.

Copies in a specialized shop are not cheaper. First of all travelling expenses have to be added.

Expenses of the board meeting have been financed.

Expenses on referees. This has been an old problem. It is hard to make any changes. In this case there should be some proposals from the respective sections.

Training for referees is offered on a regular basis.

France:
Explosion of expenses:
The list of expenses prepared by France is not conclusive. It was based on old sums.

F6: Each member of the team would like to get a medal - this should not be changed.

This comment will be voted for or against at the board meeting. Unpaid sums are regularly claimed only there is no reaction from respective countries.

A/B
Current head of section Peter Schmid did not provide any reply. France sent several letters to Mr Schmid. However, this cannot be changed by the presidium.

Russia:
WC in NS section was entrusted to Russia.
WC in AB section in Brjansk? Impossible says the head of the section A/B.
Training for referees will take place in the A/B section.
Mr Mirow is to get the acknowledgement.

Russia complains about the WC in the section A/B: Ukrainians and Russians entered for the competition. The French have put the whole matter straight. Participants from Russia and Ukraine were listed in hotel booking lists. Mr Politow saw the list and then he objected. The Ukrainian participants did not show up for the competition. Now there is a problem because they are no longer allowed to come to the European Union. France will be asked about the problem.

The WC in Czech Republic: poor performance of the referees. Jury is going to report on that.

Germany:
A minor who became the world champion during the last WC should be allowed to start with seniors as a supplementary participant in case that he cannot defend his title within the minors due to his age. It will be voted for or against at the board meeting.

Czech contribution:
It arrived very late. Too late. October 24 2005. 04.10 p.m.
That is why it is not going to be discussed.

Mr Svorcik's proposal:
He proposes an acknowledgement for Martin Tomacek's father. Will take place during the next board meeting.

5. FSRV
Has Mr Litwin made a ceremonial order? No.
He is going to make it as fast as possible.

The internet website has not been renewed for almost two years. For example there are no corresponding sections in The Netherlands.

Spain has been a new FSRV member country. Argentine would like to become a member again. How much does Argentina have to pay? They would like to pay in Norway. The subscription for 2005 and 2006 has to be aid. The head of the section has got a right to vote form Sweden and Britain.
The WC will take place in Norway in 2006. The public announcement will be sent very soon. Transponder fees remain to be the problem. Some extra money should be paid for them. The mater will be settled by the head of the section.

6. Section M
The WC will take place in Thale in Germany. The list of referees has been approved of by the presidium. Public announcement is going to be sent tomorrow.
Mr Hofbauer is going to represent Naviga.

7. C
The WC in Dubrovnik. June 22 - July 2. Croatia. No representative is going to arrive tomorrow.
The representative of Naviga has not been appointed yet.

8. NS
Se the terms above. The WC went well. Minor changes will be carried out in the rules. New rules will be printed.

9. Sailing
Minor changes of the rules. [the results of the cuts will be stated]
There must be new classes for juniors and seniors. There will be no brand ship such as Micro Magic. The description of the class C is to be sent to the head of the section.

The WC Poland: How can Germany take part in the WC when no ship has been entered for the competition by the union? There has been a strong protest from Nautilus. How could the participants in DSV get a public announcement? Germany has not obtained any public announcement and the other countries have not obtained it either. Nautilus asks for explanation.
