Protocol of the session of presidium of Naviga held on October 30, 2004

Mr Svorcik and Mr Peter Schmidt apologized themselves. Mr Langl was present at the meeting as a guest. There were no objections from the members of the board. 
Mr Hofbauer welcomed the participants and he started the meeting at 9 a.m. The participants stood and honored the member of the deceased members of Naviga.
The program of the meeting was changed according to the suggestions of the president and the treasurer. The points of "office" and "president' s report" were united.
Mr Hofbauer informs that the head of the section A wanted to appoint his successor who was supposed to take part in the meeting as well. The participants agreed that a successor of a section is elected during the meeting of the section in question at the World Championship as was decided by the board meeting in 2003 and the successor must not be appointed by the head of the section. The World Championship A/B will be held in France. The successor was not introduced by the regional association. 
The main topic of Mr Hofbauer's and Mr Dahm speeches was the financial situation of the company Naviga. Mr Dahm already warned against the forthcoming financial problems at the board meeting in 2003 in his report on the cash balance concerning 2002/2003. 
Mainly some sections spend more money than they receive. Another problem is that payments from organizers to sections are either delayed or the money is not paid at all. 

The problems were discussed on the basis of the cash balance in respective sections:

Section A/B:

There is a deficit of 200,- Euro due to cost of medals and there was no competition at all. 5 regional associations may pay to the section Russia, Armenia, France, Bulgaria and England. Germany is not going to enter the section. Presumptive costs for the World Championship in France is about 1,500 Euro including the cost of medals, presents form Naviga, contributions to organizers and travel costs. Medals and present s for the World championship in France will be paid for by Naviga, financil contributions and travel expenditures will not be paid by Naviga.
The head of he section proposed to lower the number of participants necessary for organization of the World or European Championship for the section A/B. There were objections to that from the other heads of sections. If the minimum number of the participants in one section is lowered the number has to be lowered in other sections as well. The proposal was refused unanimously. 
Mr Schmidt visited France in summer. Because it is not clear whether he visited the European Championship or a international competition, he will not be paid any travel expenditures. The proposal was approved unanimously.

Section Sailing:

Cash balance in the section is at present in red numbers / minus 1,542.46 Euro. Thus it is not possible to pay contribution for the European Championship in Poland . The representative of Naviga is Mr Litwin. His journey is short because spend night at home. In his case there will be no expenditures for Naviga. The head of the section will come to Poland at his own cost. This money will be accounted as a donation. The contribution for the WC will be paid from the main office. The payment will be delayed until Poland pays all the payments. The sum of 726,- Euro from the WC M is still negotiated. The head of the section and the representative of Naviga have to pay money to the section immediately after registration. 

Section C:

Cash balance of the section is minus 300,- Euro. The greatest expenditure is the one concerning medals and travel expenditures of the head of the section [630,- Euro according to Mr Fragniere' s final account]. Number of participants went down due to the change of rules. The more competitions are held and the more time the participants spend travelling the lower is the number of participants. There will be no contributions from Naviga for training of the referees. The head of the section will not be paid any travel expenditures. 
The new head of the section requires walkie-talkies which were bought by the former head of the section.

Section FSRV:

Cash balance is 3,500,- Euro. No expenditures planned. The head handles money very carefully.

Section NS:

Cash balance 200,- Euro. 
Mr Hofbauer asks about the English translation of the rules. According to Mr Hofbauer the latest translation was useless. The same can applied to the German translation still containing some errors . According to the head of the section the rules are valid. According to Mr Langl there are some differences, for example for the class F4B there is no evaluation of the construction. Mr Langl negotiated the errors with Mr Gransow from TC in Germany and the rules are changed. Expenditures for Naviga: paper, toner. The work will be carried out by Mr Hofbauer. 

General expenditures:

Internet: There are yearly expenditures of 1,000 to 1,500 Euro. Members of the will seek some less expensive solution.
Translations: The protocols are translated from German to 3 other languages. Some cheaper solution will have to be found as well. 

The board meetings expenditures: 

The board meetings cost Naviga about 2,500,- Euro [hall rental 400 Euro]. Major part of the expenditures is represented by the board expenditures during sessions of the board and by banquet. It was decide that each participant of the board meeting will pay 20,- Euro for the board including the payment for banquet. This will apply to the members of the board as well.

Membership fees:

Naviga is deprived of about 500,- Euro a year due to bank payments which should in fact be paid by member countries. This will have to be changed in future. Member countries will be asked once to cover money transfers. 

General:

Travel expenditures soared price rise of fuel. Participants of the board meetings are therefore asked to travel together in order to lower the expenditures. 

The copier had to be repaired several times and the drum as well as the developer had to be replaced too. Even though the parts were bought cheaply in Germany it will be necessary to buy a new copier in the end of the year 2005. 

The engraving machine is out of order. The question is whether it can be repaired. Mr Dahm and Mr Schmidt will seek for other solution with the use of a milling machine.

Summary: 

In case the expenditures will grow due to Euro Naviga will have to mount membership fees to 250,- Euro a year. And section fees to 80,- Euro a year.
It will be no longer tolerated that respective associations will pay for the section only in case that there is a WC held in the section. Such associations should not be entitled to take part.

It is necessary to think over the proposed interval between the World Championship which should be 3 or 4 years long. I such a way it would be possible to meet the participant's requirements because they are burdened with high expenditures. 

Report of the secretary general:

Section A/B proposed that Naviga should register construction of models and modelling sport with the Olympic Committee. Mr Turk will write to the Olympic Committee.

Czech Republic proposes to organize a world competition in section C in 2008 in Jablonec. The proposal will be given to the head of the section in near future. 

Mr Turk received a letter from the French association. The association reproaches that the board meetings are held once a year. But it is not possible to organize more meetings due to the reasons mentioned above. Mr Turk will notify the association.

Section FSR:

Mr Hofbauer praises the head of the section Peter Schaft for good organization of WC in Slovenia. There some problems with waves on a large lake and some problems with counting the rounds. I future the rounds will be counted only with the use transponders. 

The course of the opening and final ceremonies has to be defined more clearly. 

Section M:

Mr Dahm was elected the head of the section in Poland. WC in Poland was successful. A good thing was that the event took place at only one place. On the last day of the competition English participants were offended. Mr Turk will investigate the incident. We have to be grateful to the leader of the German team that there were no problems. 

Nauticus is going to hold the WC in Thale. Mr Peter Schaft will be the main referee. Mr Hofbauer was proposed as the representative of Naviga. The German association will hold the free European Championship for the classes V in Moers and Salzwedel [May]. All the members of the association should be entitled to take part. There is no limit to the number of participants.
It is necessary to support activities focused on young people in section M. There are fewer and fewer young contestants in WC. 2 or 3 classes of beginners will be introduced [S7, S14 or HS 14]. 
Requirement form England: All the team leaders should be accommodated in a hotel near the place of competition. The assembly agreed upon the fact that it is not possible to force any organizer to do that. 1 abstained, others were against. 

Section C:

New head of the section is being introduced / Mr Matysik. He was elected in France. World competition was successful except for some problems with the evaluation of models. Mr Fragniere handed over some of his materials at the spot the rest will follow. Croatia asked what modalities have to be respected to be able to organize a world competition. The head will answer the question. The 2005 European Championship will be held in Constanza - supposed term 04/06 / 12/06 2005. The proportion of western countries will very probably be low. The NS referees will be trained near Prague in March [01/04 - 03/04]. The head of the section will reshape the Internet site of the section C. There are always problems at big competitions with handing over the models before the end of competition. It will have to be said at the next board meeting that the models must not be handed over before the end of the competition. . Models as for example in France are registered, paid for and the participants will not show up. The contribution for section was not paid as well. This will be checked by the head of the section.

Section NS:

The rules will be rechecked and the errors will be corrected. Training in the beginning of 2004 was not held due to the low number of participants. The English version of the rules will be published before the end of the year 2004.

WC in Poland in 2005 will not be held. The head of the section is looking for other organizer probably Czech Republic. The problem will be solved by the end of November.

Section sailing:

E-rules have been sent. The event will take place in Poland [Gdynja]. Training of the referees will, be held the evening before the competition. 

Mr Hofabuer opens the problem of the cheap class as for example Basic or Micromagic. The head of the section is not willing to think about such a class though the number of participants might rise according to the other members of the board. German association objects to the word "Spielzeugboote" [toy boats], beacuse the class Micro Magic is pretty widespread there thanks Mr Dryer's efforts. There is also a considerable widespread to the Netherlands. The section should urgently consider classes for beginners. Other sections have already been doing so.

Miscellaneous:

The term of the board meeting is 04/11 and 05/11 2005.

Mr Hofbauer complains that he has not been given the results.
Each member of the board has to present his activities before the end of the year.
Mr Litwin is asked to keep a list of records in sections M and A/B as well as to issue the protocols about records.
