A protocol of the board meeting of Naviga held on November 7. 2003

Mr Hofbauer welcomes the participants at 9 a.m.

Mr Hofbauer reminds the participants of the general meeting and soiree which are going to be held tomorrow. Mrs Hofbauer is going to take care of the participants tomorrow. She deserves to be thanked by the committee.

France, Poland and Norway are going to report on the World Championship today.

Mr Matysik the head of Nauticus will report on European Championship of section C in Danzig. The head of the section was not able to be present at the championship due to his busy schedule. He was supposed to name Mr van Geldern from Netherlands for his representative. Mr van Geldern arrived but meanwhile Mr Litwin contacted Mr Turk as he had not had a main referee. Mr Turk consulted Mr Hofbauer and advised Mr Litwin to look for a main referee. Mr Litwin asked Mr Matysik. Mr Matysik arrived as well. Mr Matysik also brought a German flag of Naviga. Mr Matysik was appointed a main referee.

Mr Fragniere's answer: He was rejected in the nick of time. He received e-mails from the organizer as well. However he was not able to read them all properly due to defective sever. He also did not know that Mr Turk and Mr Hofbauer had been asked. The point is who is now going to pay the expenditures of Mr Matysik. Fare should be paid but accommodation should not. 
It was a very hard situation for Mr Litwin. He also received Mr Turk`s e-mail telling him that he should look for a main referee. 
Mr Matysik will agree the expenditures with the head of the section because they have top paid from the section sources.

Mr Matysik explains that Germany will try to organize the World Championship of sektion M in 2006 in Thale. However the classes A\B cannot be organized. 

French lecture : interpreted by Mr Mohr:

French delegate greets the members of the board. Mr Chuchet is a treasurer of the French union and he is responsible for the rules of C and NS.

He introduces the World Champinship of class C in France. He sent the documents to Mr Fragniere but has not received any answer. Mr Fragniere replies that he has not received any letter. He has only received e-mails and a list of referees. 

The competition is going to take place in Chateaulin from July 3 to July 11, 2004. The advertising of the competition has been sent to country unions because there has not been any answer from the head of the section. Mr Litwin was appointed a representative of Naviga. 

Section NS: Mr Chauchet got to know that new rules with changes had been issued.

The proposal is not acceptable for France because the changes of the World Championship have not been agreed upon. France will not recognize the proposal. A TK would have to meet. Here the rules are changed in the dictatorship way. 
Martin Tomasek: The forst changes were discussed in 2002 and the countries agreed in black and white. France had half a year to send the changes. The last changes were discussed and agreed upon in France in the ration of 14 : 1 / a majority was for the new rules (July 7, 2003). F 6 and F7 of NNS have to be changed permanently.

The changes were discussed twice and a majority of participants voted for them. France made proposals for NNS. TK should decide which texts will be changed. 

France proposes that the rules should not be finalized the on January 1, 2004. An agreement should be reached before the 2004 championship. 

The head of the section cannot agree with such a solution. The changes were voted about and though there will be countries which are against every time a majority means majority. Proposals from Poland and Germany are for NNS.
A new TK will be founded for the purpose of NS. Someone from France should be its member as well. The rules of NS together with the 2002 changes and the changes which have been voted about at the World Championship should come into force on January 1, 2004.

France has a chance to push changes through TK. 

Poland : the World Championship M - Mr Marczak reports:

Mr Hofbauer complains of the fact that the competition was advertised too late. The head of the section had no information at his disposal. 
Place: Warsaw, Poland.
The competition should take place at two places. This was rejected by the board, because the distance between these two is 8 miles. The competition should take place at a single place in the center of the city in recreational area in Warsaw - Pola Mokotowskie. Poland will negotiate the whole event once more. 
A camp for approx. 120 - 150 persons is available. The medals will be provided by Naviga and it will have them engraved as well. A fee of 700 euros will be paid. 5 medals will be made afterwards. 

Poland is a candidate for the World Championship of NS in 2005 in the town of Ilawa. Ilawa will provide a grant.

Russian lecture:

Mr Politov the president of the Russian union proposed to organize the NS World Championship in Moscow. 
Second proposal suggests Russian as the fourth language in Naviga. 
Third proposal: any organizer is obliged to announce at least three months before a competition in which class of World Championship the titles will be issued. 
Fourth proposal: Mr Politov was granted a right to vote. 
1. Moscow: the board will consult on the proposals.
2. The proposal to introduce Russian as the fourth language will be discussed at general meeting. General meeting has to vote on the issue. 

Mr Schmidt a new head of the section introduces himself.

Mr Hofbauer hands over a new book of referees. Their number has declined by 30 persons. 

In order to improve the situation all mail will be sent either to the secretary general Mr Helmut Turk or to the president Mr Franz Hofbauer. They will pass the mail on. This way the previous misunderstandings should be prevented.

Hongkong and Lithuania have not paid yet.

New things have to be purchased. For example presents for the World Championship. New medals have to be bought.

At some world championships there are only few participants. Or a zero result is reported. This happened at the A/B World Championship.

Introduction of FSR World Championship in Norway. 

The president and secretary of Norwegian union present their interest to organize FSR World Championship in 2006. Both of them successfully took part in the last championship in Hydro. They have learnt a lot of how to organize such a competition. They think that time has come for them to become candidates for the championship in 2006. Peter Schaft was invited and he saw the place where the competition should be held. The secretary makes presentation. The term is July 30, 2006 - August 8, 2006 in the recreational park Leira in Norway. Hotels are within 10 kilometers distance and a there is a camp is on the spot. 
A new web site will be created on the net. Hopefully there will be no problems with the wind and to be sure new breakwaters will be built. 
Voting: passed unanimously. Norway will organize the World Championship in 2006. 

Problems with cash:

The problems emerge every year due to changes of sections carried out by many countries. Many countries change sections in such a way that they pay only when the World Championship is held, otherwise they do not pay. Many countries of the former Eastern block have money but they have not transferred them to the West. 

Insurance: Naviga has to take out insurance for the arrival to Vienna. Naviga is responsible for the visitors. The problem are arrival and departure dates of respective persons. 

In future a meeting will be held once a year in the beginning of November. Each member of the board has to write a report on the activities which will subsequently appear in Naviga report.

Travelling expenses were fixed to 0.22 euro a kilometer. All journeys should be done by car. Exceptionally if the above stated is not possible or if traveling by car is more expensive it is possible to travel by air. This has t be approved by the president.
If two or more board members travel by car travelling expenses will be refunded only to the driver.

In future a representative of Naviga will be provided with: traveling expenses according to the distance, accommodation and board. A sum paid for accommodation and board will be the same as the sum paid by organizer for a referee.

The C World Championship in Constanta June, 4 - 12, 2005 (Romania)

Constanta is accessible by car, by air and by ship. The list of referees will be presented next year, medals and certificates are paid for by organizers. 
Constanta was passed unanimously.

NS World Championship in Moscow or Ilawa.
The head of the section prefers Ilawa: 5 members abstained from voting, the remaining 5 voted for Ilawa. Therefore WC in 2005 is going to take place in Ilawa.

The board offers Moscow to become a candidate for WC in 2007. (NS)

FSRV World Championship in Velenje: a little pond does not exist any more, the competition is going to take place on a large lake. Wave breakers should be built.
Franz Hofbauer will go to Slovenia as a Naviga representative.

Preparation of a general meeting: 

There are thjree election proposals. Voting cards are ready. New candidates would have to ask the board but they have not done so. Actually there is only one election proposal. The board proposes Mr Dieter Matysik for a head of election. 

A new auditor and a arbitration court have to be elected.

French proposals:
Separation of classes A/B from M
Translation into French on the letter of Naviga has to be corrected
Rejection of the new rules of NS.
Each head of the section should have an elected representative (only for the case of illness). A representative will be elected on the same day as the head. The head has a right to come with proposals. 

Belgian proposals:
Referees are required to work in a special garment.
In case a referee is invited a country union should be informed
The future of accommodation expenses of referees.

Russian proposals:
NS WC in 2005
Russian as the fourth language.

Czech proposals:
The rise of starting fee (double)

German proposals:
Only one general meeting a year.
Extension of the term of world championships to every 3 or 4 years.

Mr Hofbauer closed the board meeting at 6 p. m.
