| 1. Mr. Hofbauer greeted all the attendees and thanked them for the cooperation of the
Presidium. The Presidium constituted a quorum. Mr. Dahm recorded the protocol.
2. The protocol of the previous meeting was accepted without any objections.
3. The president delivered a report on his activities. There was not enough time for
other information. The protocol needs to be translated within the upcoming days. The
financial year of 2002 ended with a loss; therefore, in 2003 cost-cutting measures need to
be adopted. In the past years a small surplus was always generated.
The accounts of Naviga have been consolidated in order to save administration costs. There
is only one account available, all the money, including the funds of sections, were
transferred to this particular account.
Mr. Hofbauer handed over to each section manager the account report for the world and
European championships. The account reports are missing from many competitions. For this
reason, new forms will be introduced.
NS rules: During the last meeting, an invoice was presented for a translation into English.
However, the rules are not available yet. The question for the future is whether all rules
should be translated into all Naviga languages.
The head of the NS section already stated at the last General Meeting that the rules would
be translated into English. A Nauticus member and a translator have been processing the
rules. Thus, 2 versions of rules are available. Which one will be valid? The section must
determine which rules will be effective (e.g. in protest procedures). In the case of the NS
section, the German rules prevail. The English rules will be available in mid April.
The sections should post an inquiry at the General Meeting whether all the rules would be
translated into other languages. Translations into all Naviga languages will be quite
costly.
The result sheet and the account report from the competition in Moscow are missing. The head
of section sent an evaluation to the Secretary General. A copy for information has not been
sent to the President.
The payment records of the member countries are bad. The expenses are nearly always borne by
Naviga. Besides, many countries will only pay if a world championship takes place next year.
Internet costs: Is it possible to reduce the provider costs? Yes if a different provider is
searched, but the costs will not be reduced significantly.
Mr. Svorcik will hand over the money in cash again to save the bank transfer costs.
Only few pieces of news are published on the website. The address lists must definitely be
reworked. Incorrect addresses need to be deleted. The addresses of judges are incorrect.
Judges of every section, who do not have a valid judge card, were invited to report by 30
May 2003 and have their cards prolonged. If the prolongation is not performed, they will be
deleted from the list of judges. Heads of sections should update the remaining lists
(changes in addresses etc.). National associations will be addressed in writing, if they do
not reply, the judges will be deleted. At the General Meeting a new list of judges will be
presented. The Secretary General will address the national associations in writing. The
Secretary General will pass the lists to heads of sections.
Mr. Hofbauer will hand over to Mr. Svorcik a list of addresses of national associations or
their contact persons. By 31 March all addresses will have been updated. The rule lists must
also be updated.
Kazakhstan, Uzbekistan, Greece, Spain, Turkey will be deleted.
Mr. Türk will answer official queries regarding the address of Naviga Org. The brief
descriptions of countries must be improved. Country abbreviations will be used in the same
way as the country origin of motor vehicles is labeled.
Mr. Hofbauer once again stated that member countries must pay for section, in which they
participate, irrespective of whether a world or European championship takes place in the
given year or not. Payments at the place of a world championship will not be accepted and
valid. If a country wishes to participate in a new section, it must inform the Secretary
General in this respect at the beginning of the year. The head of section must also take
care of the countries that participate in the given section. Before competitions the heads
of sections must check with the President whether corresponding payments have been made.
Mr. Santelli has passed away. An announcement of his death will be published.
General Meeting: Mr. Frangiere could be available to act as delegate.
Date of the General Meeting: 8 November 2003, starting at 9:00 a.m.
4. Disciplinary regulation: Only two answers have been delivered to the Secretary General
based on his report. A revised version has been presented to all. A change in the case of
physical insult.
Amendment: If the jury determines that the accusation is justified, the participant shall
immediately be disqualified and walked out of the area of competition. The disciplinary
regulation has been unanimously accepted including the amendment.
Proposal for elections: Germany proposed to hold elections. The executives of the Presidium
supported the proposal. The proposal will be published and a deadline will be set for other
proposals.
Proposal 2 by Germany: Reduce the number of sessions from 2 to 1 per year in order to save
costs.
5. Yachting World Championship - everything is in accordance with the schedule.
6. Report of FSRV
Changes of rules have been distributed. Slovenia has received all materials for the WC 2004.
Slovenia proposed to hold a European Championship. The proposal can be viewed on the
website. An organizer is being sought for the 2006 World Championship.
The head of section no longer has a fax machine. He can only be contacted by e-mail or post.
In Germany and the Netherlands he will drive a van.
An international calendar of all competitions will be published on the web.
7. The 2003 rules of the M section have been distributed. Mr. Litwin has presented a
proposal regarding the 2004 World Championship. The proposal will be processed further.
Poland is going to send an official application for the tender.
8. The 2003 EW C will take place in Danzig. A contest invitation has been distributed.
The date for WW2004 has been set. Place: Chateaulin, France. Date: 3 - 11 July 2004, details
will follow.
A list of judges for the European Championship is available. The list will be published on
the website. Mr. Litwin presented a proposed design of medals. The medals will be presented
in boxes, the categories will be engraved. The medals are acceptable.
9. The rules should be translated into all Naviga languages. Due to the floods, the new
rules could not be produced in time. There are two changes in the new rules. The steamboat
was simplified (a German proposal), divided into F4, a b, c. The rest of the content was
modified only little. The associations voted on the proposals. 11 out of 19 countries voted,
10 countries approved the proposal.
Switzerland had different proposals, France also proposed changes. France received the
letter too late.
Mr. Mohr inquired whether the changes of November were incorporated. This is not the case.
France will check the proposal when the new one is available. Mr. Mohr proposed that the
changes be published once again.
The 2003 World Championship will take place in accordance with the old rules. The new rules
will become effective as of 1 January 2004. Changes of rules proposed by Nauticus have been
incorporated. Additional proposals can still be incorporated for the World Championship.
Voting on the rules: everybody was in favor of the rules
There are currently no problems in the preparation of the World Championship. The list of
judges will be confirmed. The list will be published on the website.
Representative of Naviga: Mr. Helmut Türk will represent Naviga.
10. The treasurer has informed that the willingness of individual countries to pay fees
is bad. Funds had been coming considerably late.
11. The French association has a new president. The new presidium is preliminarily valid
till 2004. Requests of judges are processed too slowly, sometimes the processing takes 8
months.
France has filed an official request that A / B be separated from the section. The proposal
will be presented at the General Meeting
The inspection of drug abuse should be taken seriously in France.
The Secretary General should compile a calendar of events. There have been no applications.
Why do the sections receive no dates? Sections C, NS and M have not delivered any dates.
Other associations have published payments of their members. Naviga will immediately publish
a list on the web.
