Minutes of the meeting of the board of directors of Naviga, held 16 March 2002

1. The president of Naviga Mr Hofbauer opened the session of the presidium and stated that it had a quorum. Mr Tomasek jr, could not be present due to duties connected with his job and was represented by his father. None of the members of the presidium objected to that fact.

2. The minutes from the previous session were agreed upon unanimously.

3. Mr Hofbauer informed on his activities. He received a letter from Poland informing him on Mr Marcak's birthday. Mr. Marcak who is going to be 80 on November 1, 2003. On this occasion Mr Hofbauer sent regards to Mr Melion. Mr Tűrk will officially invite Mr Marcak to the next session. It will be necessary to prepare some activity in his honor.
The presidium was informed by the letter from the organizer of the World Championship C, Hanover Miesburg that money from section was transferred to its chairman' s private account and consequently it was not properly settled by the treasurer Mr Dahm. Mr Fragniere is thus asked to transfer the money to Naviga account. The sum in question is 1,116 euros. Mr Fragniere will deduct his travel expenses and 153.14 euros for walkie-talkies. It will not be allowed to transfer money via private account in future.

Naviga has had heavy expenses the majority of which is represented by the expenses on medals. The number of medals ha been rising and it is also necessary to bear the expenses on Naviga representatives and contributions to host countries.
In this connection a suggestion was made that the expenses on medals should be borne in full proportion by respective sections.
Result of voting: accepted unanimously.
Conclusion: medals for world competitions and for championships will be paid for by sections. No contributions as well as no medals are provided for European Championships and European competitions.

The results of European Championships have no been delivered until today. They will have to be delivered over much sooner in the future.

On the basis of the list of results from Bulgaria a question has emerged whether there is a sense in organizing European Championship at all. Mostly only international competitions take place or they are divided according to the list of participants and many of them do not come.
Sometimes it happens that medals are made which are eventually not awarded.
Because the sections have a right to decide about EC independently the only thing presidium can do is to warn of certain drawbacks.

In all the following documents all contributions and other sums will be given in euros which will enable to save expenses on transfer. The transfer will be made in the ratio of 1:1. All participation fees will be paid in euros.

Because of the fact that there is some forged money in circulation a new testing machine will be purchased.

4. Mr Tűrk informed that fewer and fewer terms are provided. Sometimes the information comes late. He asked organizations in respective countries to inform about terms of competitions in time.
Info 4/2002 contains information about he following session of the presidium of Navigo. That is why election proposals should be send by respective countries to the secretary general in spring next year.

Mr Tűrk suggests changing conditions in the following way:
To reprimand and punish an unsportsmanlike conduct of the participants, to disqualify them for an unsportsmanlike conduct. The participants in question may file an appeal against the decision to the concilition board. An appeal to the court is not possible.

The presidium dealt with the incident that happened in Bulgaria. One of the participants was attacked by the other one after the race of Eco Expert category. The competitor [Mr. Jorg Mrkwitschka] was asked by Nauticus to give his statement. This was done in writing and one copy was sent to the chairman of the section M. A video cassette was enclosed. The whole race was filmed and the members of TK M saw it.

It was the first time that a competitor was attacked and it is not possible to pass the incident over without a punishment or without a ban of sport activities.

The presidium proposed that Mr. Mrkwitschka should be forbidden to take part in any international competition including the next World Championship in category M.
Voting: 6 votes for, 3 members abstained [Mr Dahm, Mr Schmidt, Mr Svorcik]
Conclusion: Mr Mrkwitschka is disqualified from all international competitions [including European as well as World Championships] as both participant and assistant until the next World Championship.
He may file an appeal. In such a case his appeal will be immediately handed over to a conciliation board which will make a decision concerning ban of sport activities.
Mr Tűrk will inform Mr Mrkwitschka in writing.

An amendment to general rules of disciplinary transgressions has to be made. The duties of the person in charge of starting place as well as of the main referee will have to be defined precisely. Any disciplinary transgression will have to be followed by the decision of the official body of Naviga. In case that t he transgression is too heavy it is possible to shift the decision on to the presidium of Naviga. In case of physical insult it is not possible to settle the event by mutual agreement of both parties but it has to be dealt with by an official body of Naviga.

In the case in question there was no reaction from the side of the person in charge of starting place as well as from the main referee. This is considered to be a mistake.

5. Report of the FSR section

The World Championship of 2002 was held in Belchatov, Poland. The competition went smoothly. The following World Championship for all categories will be held in Velenje, Slovenia in August, 2004. Thus all the participants will be present from the beginning till the end. This is good for both the opening and closing ceremonies. Changes of the rules will be published on the Internet and will come into force on January 1, 2003. There shoul be more participants in FSRV.
There were some problems with the weather in Poland and some heats could not take place. There should be stated in the general rules, that it is not allowed to repeat a heat in case of bad weather if there is not enough time.

There will be no European Championship for the FSRV in 2003.

There will be an international race in France on January 20 - 22, 2003. In the Netherlands a new program of evaluating for the categories Hydro and Offshore.

6. Report on M

Yesterday the meeting of TK was held. Beginning with January 1, 2003 new rules come into force.

Mr Schmidt proposed that the World Championship of 2003 could be held in Bulgaria . The Presidium of Naviga refuses to hold a championship in category M in Bulgaria for the following reasons:

WC cannot be hold in Bulgaria because travelling to Bulgaria through Romania or Yugoslavia is not considered safe except for the safety in Stare Zagore.
This was confirmed by a low number of participants from the countries of Western Europe.

WC in the category M will not be held in Bulgaria.

Mr Schmidt says that it would be possible to organize WC in Bulgaria for the categories Bellová and C because the majority of the participants of these categories come from the Eastern European countries.

The chairman of the section is a Naviga representative at the same time and that is why no extra money will be paid.

Poland will present its proposal to organize WC in 2004.
France would like to organize WC in the category M in 2005. Germany should help.
Besides that international competitions should take place in France in 2003 and in 2004. The visit of participants from France in Moers will be supported in 2003.

7. Report C

The world competition in Hannover was a big success. 180,000 participants were counted. Otherwise there are only 70,000 visitors to the shopping center.

The rules for 2003 remain unchanged. The following world competition will be held in 2004 [July 01 - 20].

Mr Litwin informed on the competition in Hannover. He also confirmed a good level of he competition. Mr Fragniere was elected the chairman of the section again. There was no rival candidate.
Two participants did not agree with the results and they left. The quality of the referees in the category C1 has to be improved.

The European Championship will be held in Danzig in 2003. Medals will be provided by a sponsor. There will be only two commissions. The mayor will also be the sponsor.

Mr Fragniere mentioned a great number of referees who are not involved in the majority of cases.
Conclusion: All the expenses connected with the referees will be borne by respective sections. The lists should be checked and reduced by the end of March 2003. The proposal was accepted unanimously.

8. NS report

Western countries did not take part in the European Championship in Moscow. The chairman of the section transfers 491 US dollars for the treasurer and 73 euros from Kazachstan - probably a contribution. But only the contribution for the section was accepted. There were 140 boats at the spot.
The proposals of changes of the rules were made but unfortunately they were sent too late. 44 countries were asked for agreement but only ten of them replied. That is why the new rules cannot come into force. Mr Mohr from France criticized the fact that the rules were sent too late.
The term of approval of the new rules was postponed until March. The Nauticus company was asked to improve the German translation.

Mr Mohr informs on the schedule of the Wrl Championship in France. It is available only in French. The place lies near Nantes in the west of France. Term: July 10 - 20, 2003. Camp sites and hotels are situated nearby. It is stressed that drug tests will be carried out. The participants have top have a medical certificate about the drugs they use.

It is necessary for the host country to ensure approval for all frequencies. Besides a third party insurance has to be taken out.

The list of referees will be made by chairmen of sections. The schedules will be sent out by the end of November 2002.

The representative of Naviga will be confirmed in March.

An international competition will be held in Katowice, Poland.

9. Report on sailing

10. Office

The lists of participation fees from respective sections are missing. Chairmen of the sections are asked to make the lists and send them to the treasurer. This year's cash balance has been minus 600 euros up to the present.
