Mr. Hofbauer welcomes the present and states that the Presiding Committee has a quorum.

Mr. Warda, the organiser of the world C competition in Hanover is present, too, same as Mr. Dieter Matysik, the president of Nautius.

Mr. Hofbauer informs about the work of Naviga and stresses that the board members do not provide references for the Mitteilungen reporter. Only today the list of results from the C European Championship has been handed over. The same applies for the references that are urgently needed for Internet.
Besides this, all the time he keeps finding out that the information flow between the unions and their members is not as it should be.

In future, a support in amount of ATS 10,000 should be paid from the Naviga´s treasury for world competitions and world championship organisers. This proposal shall be submitted by the President tomorrow to be approved at the General Session.

Costs of actions, e.g. costs of management sections and costs of Naviga´s executives, are too high (e.g. ATS 11,000 per one competition).

The work in Naviga is unilaterally distributed to several people in the Presiding Committee. The Hofbauer family is overloaded.
Mr. Hofbauer introduces tomorrow's program. Refreshment during the day is provided by Mrs. Hofbauer; a common dinner is organised at the Bauer hotel in the evening.

Discussion on possible work distribution proceeds.

Mr. Hofbauer submits a list of new contributions in EURO, elaborated in co-operation with the cashier.

Theme of flag: Mr. Hofbauer obtained new flags. It must not happen ever again that Mr. Hofbauer goes home with the flag. Each section manager will receive one flag. The sections are obliged to take care of the flags.

When a section manager is changed, the flag must be handed over to the new section manager. The section managers shall confirm in writing when they receive the flag. Their list will be given to Mr. Hofbauer.

Mr. Hofbauer shows a present that will be given to the chairman. The General Session has been holding sessions at the premises of the Korneuburg town hall.

Tomorrow evening, during the common dinner, a tombola will be organised. The price of one lot is DM 10.00 or ATS 70.00.

The provincial unions order rooms from Mr. Hofbauer. But the delegates do not arrive in time. Then the rooms must be paid by Naviga. (Poland, Ukraine, China, etc.) The same applies also for tomorrow evening as concerns the unconsumed meal. Meals that are not eaten must be paid by Naviga.

The competition introduction in Hanover:
Lecture given by Mr. Warda and Mr. Matysik.
The competition is organised by the Hanover-Misburg club. All preparation has been started. Letters of invitation will be handed over tomorrow, in the course of the General Session.
The place of the competition is Leine Center, a big shopping centre. All costs are taken over. This shopping centre is visited daily by 20 000 people. All ships will be under glass. The section manager saw the area.

The advertising effect is very good. Registration takes place on Friday and Saturday. On Saturday afternoon the competition will be opened. Next Saturday afternoon, winners will be announced and a final ceremony will be held. Three commissions of referees will be established. Winners will be announced to the public.

One day for free disposal for a banquet. The Naviga´s hymn will be used. Hand-over of medals: the hand-over will now proceed in five steps. This reduces numbers of the participants. Mr. Warda asks the members to consider whether another way could be attempted in Hanover.
80-90 bronze, 90 91-95 silver, 96-100 gold - today modification
76-85 bronze, 86-95 silver, 96-100 gold - proposal for Hanover.

The danger is than in case of other exceptions; exceptions will also be made in future.
The reason for reducing the number of the medals was reduction of their excessive quantity, and thus reduction of costs.
Discussion has been proceeding in some covering unions to return to the old solution. (Due to high loss of participants).

A list of referees submitted, as per the Naviga´s information 01/01 with small changes. Herbert Kazmierzak is mentioned in the list although he has not submitted the references to the next section manager. The Naviga´s Presiding Committee reproaches this.
The C section flag has been handed over already.

Point 3 Report of the President:

Letter from Luxembourg. German participants wish to start on behalf of Luxembourg. The matter is arranged in terms of the general rules. The participants cannot start on behalf of Luxembourg. The general secretary shall report this to the union.

Application from Poland to organise European championship in classes /22-25.08.02/ F1E, F1V, F3V, F3E. No application received from the union. To be discussed with the Polish Union President.

Solution for competitions: it is necessary to adopt a resolution stating that in case of full co-operation of a Naviga representative, the Naviga´ s costs will be later taken over by the organiser.
Resolution: the Naviga representative's ´s costs will not be taken over by Naviga any more in case a Naviga representative carries out any additional activity.
1 abstains from voting, the rest agree.

New Zealand would like to become a Naviga member.
Voting: adopted unanimously.

Point 4: Report of General Secretary:

Different currencies circulate within Naviga: EURO and dollars remain currencies that can be used in the Naviga ´ s bookkeeping.
Tomorrow, the countries will be given a list of new membership fees, including a report of the cashier.

It has to be specified at the general meeting what costs must Naviga take over from the countries' delegates, and for how many people.
Resolution: costs on two people plus interpreter will be borne for each membership union (excluding a stay overnight), as well as costs incurred during the general meeting and common dinner.

Insurance: paid by Naviga (for the general meeting visitors).

Booking rooms for the general meeting: sometimes it happens that people who booked a room do not arrive. Who will bear the costs arisen? It is possible at this hotel only when the reservation is organised by a known person, and the payment is secured. The general meeting must vote whether Naviga will continue to book the rooms, and be liable to the hotel in case any booked rooms are not occupied. Every country has to pay costs for rooms it booked. Naviga will claim the money that it will have to pay, if need be.

If the provincial covering unions do the booking themselves they must mention their phone number and fax number. Each letter of invitation shall include the phone number and address of the hotel.

A common session shall be organised with the general meeting. Naviga bears the costs of the official representatives. All other participants will pay the costs on the action on their own.

Discussion on proposal of Mr. Casini. Here, the question for C section shall be transferred to TK.

5. FSR Section Report.

All members of the Presiding Committee have the aforementioned report at their disposal.
Delegate of Naviga for Belchatow: Vratislav Svorčík

Contribution of Polish delegation:
Presentation given by directors of the power station in Belchatow and Messrs. Melion and Macak. The competition will be held from 31 July to 10 August 2002. The organiser is LOK. The competition will take place at the same water as the European Championship. The competition was announced correctly, confirms the section manager. He asks whether the prices per one night remain at the amount stated, or whether some changes should be expected. The prices will stay as they are.
The referees will obtain meal and payment only for the days in which they work. They will not receive any meal and payment for days in which they do not work.
The organiser must clarify whether 30 MHZ can be used. The announcement of the championship will be completed with the date of birth for juniors.

The power station director thanks for the invitation. Mr. Hofbauer thanks to the delegates.

6. M Section Report

The report is available for everyone. Changes were prepared by TK. The changes will be published in information.

The new rules will be prepared.

By February, Poland will find out whether European Championship can be held there for classes F1/F3, and whether the action would be supported by the union

7. C Section Report

The report is available. No changes intended in the rules. An application for a world championship in 2004 submitted by France. The section manager would like to have a training with the NS section manager next year.

8. NS Section Report

The report is available. Mr. Kazmiercak just handed over the stamp but no references. New rules will be in operation as of 1 January 2003.
The 2003 World Championship in France, as the case may be. Co-operation with several countries´ delegates in elaboration of new rules has been proceeding.
F4C class: separation of legos (bricks) from plastic models,
NEW rules until mid-December, 2001. Valid since 1 January 2002
Steam: release of 1-hour run. Steam is an official class of Naviga.

Lecture of Russia for the European Championship in Moscow.

Term: 27 August - 3 September 2002.

The announcement of the championship is handed over. Police will be responsible for safety. The whole area is closed and will be guarded. Transport from the hotel or from the airport is free. The camp is 10 minutes far. Arrival by car is complicated. Funding is secured.

Voting: 1 abstained from voting, the rest agreed. The championship was assigned to Russia.

9. F5 Section Report.

The section manager conducted courses of rules. In Switzerland, a course of rules is planned for next year. The biggest championship of sailing boats in Poland; 11 different countries took part. Latvia for the first time.
Surveying in Poland adopted very positively. What was negative in Poland was the accommodation. The club worked well. Negative was also the delay caused by protest actions. The number of protests did not go over the limits. Next world championship will be organised in Linz. Even a higher number of competitors is expected at this world championship. The rule shall be reworked.

10. Report of Treasury

The Treasury Report is available for all. During the report on the state of the treasury and cash balances of individual sections, the sailing boats section manager resigns. He hands the flag over and leaves the session.

11. Proposals of General Meeting

have been mentioned already.

12. Miscellaneous

Mr. Svorcik: currently, 250 referees are registered with Naviga. All referees who will fail to prolong the validity of their card/licence will be deleted by the next session in Spring. This will be announced at the general meeting.

Cards of referees: different referees´ cards to be newly issued?
For instance, the F: F2-F6/7 class section and the section of race ships?

Mr. Svorcik asks for reports for Internet.

Cash register supervisor´ s report:
The treasury is O.K. Copies of vouchers shall be replaced (exchanged) with originals. In future, the vouchers will be signed by the Presiding Committee members who do the accounting.
