The Minutes of the Board Meeting
of March 24th, 2001 in Korneuburg, Austria

Start of meeting: 08:00 AM

1. Opening greetings by the President, determines whether the meeting is permitted to adopt resolutions

Mr. Hofbauer welcomes the present members and determines that the meeting is permitted to adopt resolutions. He thanks all the present members for complying with his wish to postpone the meeting by one week.
R. Fragniere acting on behalf of Mr. M. Dahm, which has been approved unanimously, will execute the protocol.

2. Approval of the last Board Meeting Protocol

The Protocol from the Meeting of October 21st, 2000 has been approved, unanimously, without any restrictions.

3. President's report Franz Hofbauer

NAVIGA - Medals for the C Section
There are no longer valid medals for the C Section. It is necessary to mint new ones for each class.

4. The General Secretary's report Helmut Türk

Contributions by members:
In the future, contributions will be paid in EUROs.

Basic amount 182 EUROs
Amount per section 36 EUROs per section

Each national umbrella union will be sent an exact breakdown of its contributions.

Complaints:
On March 2nd, 2001, the French union FFMN filed a complaint relating to the participation of a French referee at the NS World Championship (henceforth referred to as 'WC') in the city of Ilawa, Poland.

Mr. Roger Sandona has been chosen for the NS World Competition in the city of Ilawa. Mr. Sandona, however, has not been the FFMN union referee for 3 years.
The head of the section will resolve the problem with Mr. Moore and the organizer of the NS World Competition.

Mr. Eberhard is the official FFMN correspondent for the NAVIGA.

Furthermore, the FFMN needs an official NAVIGA certificate stating that Mrs. S. Bailly and Mr. Y. Lassoujade are now the official NAVIGA referees.

In general, no certificates will be issued relating to an application for identification documents that need to be signed by the president of the currently active national umbrella union and, therefore, no additional certificates are necessary.

An application to label countries
An application has been filed to label a country with three letters (e.g. Austria = AUT) when writing the name of this country.
The application has been rejected. 7 Yes, 1 No, 2 Abstentions
Justification: The costs of implementing this change would be too high because all the identification documents would need to be exchanged.

An application to change the exclusion procedure
Finland has presented an application to change the exclusion procedure.
The application has been rejected: 8 Yes, 1 No, 1 Abstentions

The exclusion procedure is determined in the following way:

If a member union in a particular section has not attended the last two World Championships and another union from the same country wishes to attain membership in this section, the following rules are binding as regards an application for the membership:

At the third World Championship, participants from both unions are entitled to compete in this section. The total score of all the participants will be counted while the best and the worst places will be dropped. If the union that has applied for the membership achieved a better score it will be automatically admitted as a member of the section. This rule comes into force with a retrospective effect as of 7-1-1995.
French applications for realizing the competitions

NS WC 2003 in NANTES, France
AB WC 2003 in Payre, France
C WORLD COMPETITION 2004 in CHATAULIN ZIP (Plz) district 29, France.

The NS 2003 WC in Nantes and the C 2004 WORLD COMPETITION in Chataulin have been unanimously assigned to France.
To assign the AB 2003 WC in Payre, Mr. Peter Schmidt, the head of the Section, still needs to take measures to clarify certain facts.

An Internet connection for H. Türk
H. Türk will retire. From that time on, he will live half of the time in Vienna and half of the time in Korneuburg. A telephone and an Internet connection are only available in Vienna.
It is now necessary to have another Internet connection available as well. It will be reviewed whether a fixed-line connection or a connection using a cellular phone is more advantageous. NAVIGA will adopt the more favorable alternative.

5. A report from the head of the FSR section Peter Schaft

2004 / 2006 WC
South Africa wanted the FSR WC to take place in 2004. This deadline, however, cannot be kept due to financial reasons.
The new deadline is 2006.

6. A report from the head of the M section Peter Schmidt

2001 World Championship:
A NAVIGA representative: Mr. Vratislav Svorcik; however, only as a voting leader because he is also a participant.
The German umbrella union 'Nauticus' is not sending any participants to the 2001 World Championship in Bulgaria due to security reasons.
The Board accepts the Nauticus union decision because each of the umbrella unions is independent as regards its decisions.
Peter Schmidt will discuss this decision with the coordinator.

A device for counting laps
Because the cost of one set amounts to, approximately, DM 120 (+ the cost of assemblage and the frequency) further clarification of particular facts is still necessary. A possibility of using these in the M and FSR sections will be reviewed as well.

7. A report from the head of the NS section Herbert Kazmierzak

NS 2001 World Championship, Ilawa, Poland
The organization of the World Championship has now been concluded.

The problem of the weak class (the Dampf class)
Participation in the 1995 ILAWA, 1997 BAKOV and 1999 HALLE World Championships has never achieved the required number of participants (10 from 5 countries) so far.
ILAWA 2001 is the last chance for this class. If the minimal number required is not achieved this time, the Dampf class will be cancelled definitely.

The F6, F7 classes, distribution of the titles
For the 2001 Ilawa World Championship, the rules from 1999 apply - 4 participants from 2 nations.

Schooling in the city of Linz, Austria
During the schooling, emphasis will be placed on: evaluating the ride, the starting position and F6 / F7.

The preparations were concluded completely and invitations were delivered to the national unions.

We urgently ask you to keep the deadline of April 14th, 2001 for enlisting.

2001 schooling
This year, there will be no separate C schooling. However, during the NS schooling in the city of Linz, Austria, there will be increased understanding of the evaluation structure.

In 2000, the head of the section sent a form 'Referee - an Information System' to all the national umbrella unions. We urgently ask the international referees of all the categories to fill out the form and send it back because the information thus acquired is necessary to update the overall SR basis of the NAVIGA subject.

An Internet connection

All listings published on the Internet should be furnished with an address, a telephone and a fax number of the organizer and, if possible, his Internet address as well. It is also necessary to specify the enlistment process.

The spending money of the section heads
Each head of a section has spending money of 3,000 ATS, freely, available annually. The only conditions are that it be used for the purposes of the section and to submit a receipt. A resolution of 10-21-2000.

11. Determining the date of the next Board Meeting and of the General Assembly

**The final date will be announced on the Internet and through the information provided by the NAVIGA union on a date that the city-hall assembly room is available.

According to the information provided by the coordinators, no steps have been taken in this direction.

Lists of referees
These are available on the Internet site of the NAVIGA union under the heading 'Landesdachverbände'.

NAVIGA union Internet sites
Information under the NAVIGA society may only be published when they relate to the national umbrella unions or the associated clubs. Private messages are not allowed and will be deleted.
If there is a question on Mr. V. Svorcik coming through the Internet and he passes the question on to the corresponding head of a section / Board member then Mr. Svorcik will supply a copy of the answer sent by mail.

Election of a head of a section
( Mr. V. Svorcik and Mr. R. Fragniere will elaborate a code of election rules that will be uniform for all the sections.
( The legislative activities period of all the section heads should be prolonged to 4 years, as is the case with the Board. The proposal will submitted to GV in November 2001.
