1. The President of Naviga, Mr. Hofbauer, started the meeting at 9:00.
The meeting is capable of making decisions. Mr. Dahm is the recorder.
2. The record of the last meeting is approved without objections.
3. Presentation of the Polish delegation
Mr. Hofbauer welcomes the delegation from Poland. He hopes that they are bringing good news to the NS section about the organisation of the world championships. The head of the delegation introduces the members of his delegation.
Present are: Mr. Melion, (ZG Lok), Mr. Mackojc (Lok Olssz), Mr. Marczak (ZG Lok), Mr. Polasiski (representative of the mayor of the city of Ilawa), Mr. Hordejuk (director of the Sports and Cultural Centre in Ilawa).
The NS World Championships are to take place in Ilawa. Proposals for calling of a contest of NS world championships and sailing world championships are divided.
As far as sailing world championships are concerned, everything has already been discussed with Mr. Koholzer, as well as calling of the contest. Mr. Koholzer did not know that the Polish delegation was to arrive. The location of the world championships of the Sailing division is in Wagromiec in Poland.
The deadline from August 18, 2001 to August 30, 2001 is approved for the sailing world championships.
NS World Championships:
The organiser invites Mr. Hofbauer personally to Ilawa.
The location is Ilawa, and that from July 26 to August 3, 2001. According to the organisers, the deadline cannot be changes.
The organiser submits a list of referees, which are further controlled by the division managers.
4. FSR division report
Mr. Schaft refers about the world championships in Velenje, which were successful. He submits the report from the FSR division meeting. The report will be published in the next issue of Naviga Info. The next world championships will be divided, that is, Offshore and Hydro will be separated. The participants do not have to stay 2 weeks, with the exception of those who are participating in all classes.
There is one overlap in the middle, two registrations, one start during the overlap, because at the time all participants will be present. What about the referees' promise and so on? According to the division, the promises can be made later.
This solution is better for the participants. It also lowers costs for referees.
An error occurred in the regulations, and several parties demanded its correction. All countries will obtain corrections in the next Information.
A special meeting was organised for Offshore. A number of proposals were made, but no solution has been found yet.
5 participants from each country can enter the Offshore class. This regulation will be valid for the last time in 2002. If in 2002 enough participants do not enter the world championships, the elimination of the class will be considered.
A new regulation for Offshore should be submitted by Germany, but so far nothing has been received.
Frequency control: a device will be provided for frequency control. This device may be exchanged between divisions. A laptop may also be necessary.
The range of participants in the Hydro class is also a problem. There is no existing computer program. Division must be carried out manually. A program will be necessary for counting wheels, which can also carry out division in Hydro.
Letter from Mr. Lejsek: one participant was too young to start at Velenje in FSRV 15. First of all the participant did not know how to drive. France wanted to raise objection. A number of errors occurred: 1. France applied this participant, 2. Velenje accepted the application and registered the participant. The lad was tall enough, nobody noticed anything. The start supervisor at the starting line was the first to ask questions.
Team leaders were called, and were to vote. Only England was opposed, but did not protest. Thus the participant started. Mr. Lejsek now criticises the procedure of the division manager.

5. M division report
It is available to all members of the Presidium and will be published in the next Information. There were problems in Norimberk with provision of referees and payment. The starting line was under-dimensions as far as staff is concerned. In the future, the organisers must ensure financing.
Can costs be saved? How are referees to be paid and what must be paid? The organisers must be warned about costs one more before the contest.
The Technical Committee of division M met in Vienna yesterday. Mr. Schmidt announces the decisions. A list will be published in the next Information. The Bulgarian association has offered to organise the next world championships. The next world championships should least only 5 - 6 days. (Deadline August 19 - August 26, 2001)
Letter from Mr. Casini: an organiser in Norimberk accepted an application for both classes of Eco from one participant. The main referee corrected this. He acted according to regulations and thereby correctly.
Mr. Svorcik will respond to the letter.
World Championships in Bulgaria: location of organisation: Stara Zagora
Lecture by the President of the Bulgarian association and deputy mayor.
Thank you for the invitation. The decision period was too short. The old centre from the world championships in 1983 is currently being renovated. Sponsors (companies) for the renovation are available. 5 starting places can be offered. In the city centre, there is a hotel complex. The distance from the water surface is 1 km. 40 US dollars for a double room with breakfast (four star hotel). A guarded parking lot is available, as well as conference areas. Meals can be taken at the hotel. There is a camp directly beside the water surface.
Arrival: Either by plane or car through Hungary, Yugoslavia, duration of the trip from Vienna is 14 hours, border crossings: no problems:

6. C division report
The division C report is printed in the current Information. The report from the last world championships in Mons will be submitted by November 15, 2000.
Mr. Litwien criticises that he does not agree with the ratio of referees from Eastern countries to Western countries. The division manager should improve this. The division manager promises to change the distribution of referees for the next European championships.
Mr. Fragniere will respond to Mr. Auffray's letter.
The European competition in KROMĚŘÍŽ CZ will take place from August 14 to August 18, 2001. It will take place in the apprenticeship school, accommodation and meals will be available there.
Accommodation is offered in two categories. Prices: from 8 to 12 USD, full pension 20 USD per day. The organisers offer a framework program. The list of referees is confirmed. Naviga representative: Mr. Litwien.
Information materials about the world competition in Hanover are submitted.
Rieka offers to organise the European Championships in 2003.
7. NS division report
European Championships in Bakov: the output of starting line supervisors was poor. A referee course will therefore take place in Linz from April 20 - 22, 2001.
Regulations were negotiated and discussed at the C division meeting/referee course in Lindau/Switzerland in Spring of 2000.
The new regulations were submitted for printing today.
Changes: a new F4c class will be introduced. These are to be models from cut-out kits (with evaluation of construction and operation). Better evaluation should be possible on the basis of this, analogically to C 6.
Approval of the course was also discussed. The main referee in co-operation with the organisers can stipulate a free course during official Naviga events. However, certain regulations must be maintained (i.e. dock, return route, etc.).
To DS class: there are problems finding participants for the next world championships. Therefore, regulations were changes. The DS class will run the same course as F2 and F4, but with 150 points. One section in the regulations must still be changed. Period of 10 to 12 minutes.
Should the regulation be stipulated from January 1, 2001?
After discussion, the former course (triangle) remains valid. At the next world championships, a new course will be negotiated. Further, the presidium members asked whether the discussion on regulation changes also included national coverage associations, such as the Technical Committee in Germany. The division manager agrees, but the Treasurer has doubts concerning Germany.
Did only the referee participate in the discussion about new regulations?
The division manager wants to establish a new Technical Committee.

8. Sailing division report
Nauticus request for NSS: NSS should be submitted at the Sailing division. The division has no applicants for construction, and therefore there are problems in carrying out of this class.
Various referee courses were organised. A training film (created by Mr. Türk) was presented, which was very effective. Preparations for the world championships are going well. The time schedule should be shortened by one day. Invitations will be sent by the end of the year.
This is followed by a discussion about the starting possibilities of "guests" and the second German association. German representatives in the presidium will take care of this and will try to bring Nauticus participants to the start.
2003 World Championships: Nobody has yet offered to organise this. Problem: world championships always take place in spa season. Optional deadline: Spring or Autumn.
Introduction of days for swimmers on sailboats, meeting of swimmers on sailboats for the purpose of discussion.
Costs for referee training will be carried by Naviga, not by all divisions.
9. Treasury
Division billing
What will the divisions pay? Travel costs of division managers, other costs, i.e. fax, telephone etc. What about costs for medals? One medal costs 100 ATS.
Can one division support another? FSR does not want this.
Decisions: 50 % of costs for medals (own costs) will be carried by the division. Each division manager has "spending money" in the amount of 3000 ATS per year.
Receipts must be shown.
The European championships and world championships are too expensive for participants. The same is valid for organisers. Example: European championships in Bakov: the organiser was in negative numbers. A solution must be found for this. It should be taken into consideration that the individual divisions can decide about the organisation of the European championships. However, no costs are to be carried by the Naviga treasury. The division treasury can approve finances for such competitions.
Should the organiser receive a contribution? From 2002 the organiser of the world championships will receive a contribution of 10 000 ATS. Mr. Hofbauer will submit a corresponding proposal for approval to the General Meeting in 2001.
In the future, all starting fees must be paid for named participants. The relevant team managers will ensure that all fees are paid, otherwise registration will not be carried out. This also applies to teams, which pay on the spot.
No diplomas are requires. A large number of diplomas is prepared.
10. Stipulation of the next meeting date

11. Various
Mr. Svorcik submits and e-mail message. It criticises that the website is not up to date. There are many other websites. The problem is that reports are not received. When the website is not up to date, it is better to disconnect it.
Decision: The Internet website will continue.
Each organiser of the European or World championships must send the calling of the competition to the General Secretary in electronic form.
Referee badges: we currently have 250 referees.
The problem is that a large number of these referees are not used. At the next meeting, the division managers should propose a solution.
Regulation changes:
General regulation:
Point 3.7.2 (6) the last sentence is dropped.
Addition: in case of equality of votes three times in a row, the division manager remains in office. If the current division manager is not a candidate, a decision will be made by means of a draw between the candidates.

3e) is ready and capable, upon request, to be active as an international referee for all classes, for which he has a valid license.

Point 5(2) Correctness of information stated in the boat document must be confirmed by the signature of the relevant person empowered by the national coverage association.
