Minutes from the board of directors meeting

| Present: Franz Hofbauer, president Vratislav Svorčík, vice-president Jerzy Litwin, vice-president Helmut Türk, general secretary Peter Schmidt, M section head Herbert Kazmierzak, NS section head Peter Koholzer, S section head Roger Fragnière, C section head Excused: Welcome by the president of Naviga, announcement of a quorum Mr. Hofbauer welcomed those present and declared that the assembly formed a quorum. Due to Mr. Schaft´s illness, Mr. Dahm and Schaft were forced to go without delay to Holland where Mr. Dahm will be treated in the hospital. R. Fragnière will take the minutes vicariously for Mr. Dahm. Mr. Melios and Marzak from Poland are temporarily present as guests. Confirmation of the minutes of the last board of directors meeting Specifications (following) are requested regarding the minutes of the meeting on November 5, 1999. The remainder was unanimously approved without reservation. Specifications: The following changes apply in conjunction to the marking of sails: In the future, all sailboats must be marked with the international abbreviation of the country (e.g. AUT for Austria, etc.). New regulations: Rules effective 1 December 1999 Discussion of the Polish representation's proposal regarding the arbitration court Frank Hofbauer thanked Mr. Melios and Marzak for having elaborated the rules. Mr. Türk adapted these rules to the needs of the NAVIGA company. Both proposals will be discussed in detail and Mr. Türk will be put in charge of elaborating the definitive version. Report by FSR section head Peter Schaft The report was abandoned due to Peter Schaft´s illness. FSR/V - WC 2002 was assigned to Belchatov, Poland. Report by M section head Peter Schmidt M-WC 20001 Nuremberg, Germany, 10-17 September M-WC 2002 (including A/B) Velenje, Slovenia, received unanimous
approval. Record board: The use of silver-zinc batteries in section M has not be permitted since 1995. All current world records in F1E 1kg and F1E +1kg classes were achieved with silver-zinc batteries. Nonetheless, improvements using these sources is no longer possible. That is why the NAVIGA board of directors decided in the fall of 1999 to leave out the previous world records. As of January 1, 2000, a new record board will be kept for section M based on the results of contests with nickel-cadmium batteries. In Nuremberg, records will be published only according to the new class rules. Report by NS section head1 Herbert Kazmierzak Management change: several proposals were submitted that must first be discussed at the section meeting on 29-30 April 2000. 2001. "nauticus" Germany form NS section NSS classes should be incorporated into Ssection since NSS classes, as opposed to other NS classes, need a wind basin. Mr. Peter Koholzer will announce his decision at the board of directors meeting in fall 2000. Report by S section head Peter Koholzer Mr. Peter Koholzer redrafted and printed the texts of the contest instruction appendices on special foil. The board of directors will receive one copy. Heart-felt thanks. The section head elaborated statistics of the previous world sailboating championships. We are urgently looking for materials for Sworld championship in Mailand (approx. 1982 or earlier). Questionnaires addressed to national central associations must be answered immediately and sent to the attention of the section head. Section TK, that already began its activities, was designated. Rules change: The request to change the E-class measurements was unanimously accepted. Courses for judges: Mr. P. Koholzer will conduct the first course at the sailboat competition at Wolfgagsee. yes Other courses are planned in Poland and Hungary. You will receive details. Report by C section head Roger Fragnière The 1999 C-class European Championships in Barcelona. Franz Hofbauer familiarized the board of directors with the goings-on since he directly participated as the NAVIGA representative. yes There is still no explanation for the behavior of the organizer who claimed that the event was properly prepared even though the participants and judges are of the opposite opinion. The organizer did not observe any of the provisions that were agreed with the main judge. The main judge's detailed report will be published separately. 2001 C-class European Cup Of the three delivered bids (Ukraine, Romania and the Czech Republic), only the bid from Kroměříže, Czech Republic was accompanied by detailed and meaningful materials. C EC 2001 which is why we are awarding it definitively (unanimously)
to Kromeriz. The section head sent the "Judges' information system" to all national central leagues. International judges of all categories are requested to complete this form and send it back since the information listed in it serves to update the complete materials for SR NAVIGA. C-class World Championships in Belgium:1 Preparations are complete and applications have come from the Ukraine and China. Clarification, (ruling by the board of directors) discrepancies in
the announcement. The final deadline for submitting an application is
May 31, 2000 The NAVIGA representative Mr. F. Hofbauer had his money stolen in a hotel in Barcelona by no fault of his own. The appropriate police report was presented to us. The board of directors unanimously decided that NAVIGA would cover 2/3 of the stolen money at its own cost. Mr. F. Hofbauer offers thanks for the provided help. Report by the treasurer1 Michael Dahm Due to Mr. Schaft´s illness, this point was dismissed. See introduction. Discussion Everyone A. Internet Can regulations be obtained over the Internet? How is billing handled? Mr. V. Svorcik will explain. Each section head is in charge of updating the internet articles. The "what's new" column is designed for up-to-date information like: record board, new deadlines, etc..font-family: Arial International sailboat competitions and friendly meets off NAVIGA´s schedule can also be published. yes The national central leagues will send Mr. V. Svorcik the appropriate materials. All announcements, reports and internet articles must be saved on floppy disk. yes Texts are submitted in WORD format and images in JPG format. Photographs can be attached. The same materials must also be presented to the general secretary

and to the section head for approval. Unapproved articles will not be
published. B. Information on judges All changes regarding addresses, classes, or advancements must be reported to the respective class section head via the national central league. The section head will pass on the materials to Mr. V. Svorcík. All other documents will be send back. Judges who are appointed directly by the organizer (world cup, world championship, continental cup, continental championship) must be reported to their respective national central association. Mr. H. Kazmierzak and/or Mr. R.Fragnière are responsible for BP categories (construction controls) The organizer proposes the form of promoting competitions or championships (world cup, world championship, continental cup, continental championship). The board of directors makes the approval via the section head. The NAVIGA representative is designated exclusively by the board of directors. C. Presentational video Mr. H. Türk is working on the representational video. NAVIGA and individual events will be presented in the video. yes The video is 2/3 finished and is quite good.
