Protocol of the Naviga General Meeting

| 1. Chairman of Naviga, Mr. Franz Hofbauer, opened the meeting at 9:15
a.m. He greeted the Vice-Mayor of Korneuburg. He referred to the 40-year history of Naviga and appreciated the work of Chairmen during the past 40 years. He namely paid homage to Mr. Dockal who died in Spring 1998. The General Meeting rose in commemoration of the dead. A musical break followed. The Vice-Mayor greeted the General Meeting. Mr. Hofbauer informed on the establishment of Naviga. (a report is enclosed) He greeted Mr. Robinson and a representative of a new Spanish association. 2. The General Meeting constitutes a quorum. 4. The agenda of the Meeting is confirmed. No urgent proposals have been presented to the General Meeting. Proposals were presented by Finland to give accolade. However, the proposals came in too late. Therefore, the homage should be paid at the next General Meeting. Homage was paid to Mr. Willi König from Germany for his long-term work as Judge. 5. Mr. Hofbauer presented a report on the activities of Naviga for the past 4 years. He appreciated the cooperation with his team. Since early 1999 Naviga has been on the Internet, however, it is difficult to have all documents translated in English. The web page address is the following: www.naviga.org. Mr. Hofbauer thanked Mr. Svorcik for his job on the Internet. At present there are 37 member countries in Naviga. 34 members have paid fees for 1999. It is still an issue that the contributions come in too late. Various competitions, World Championships, World Competitions, European Championships, and European Competitions have been organized successfully. Problems occurred after Switzerland renounced. In the short term, Duchov and Halle filled in. Mr. Hofbauer presented a new Naviga flag. Every organizer of a World Championship or a European Championship will receive one such flag. On the 40th anniversary every World Championship participant received a small gift. Navigainfo has always been published timely in the past 4 years. Approximately 70,000 copies were used for the Info. 42,000 copies were needed to publish the Rules. Mr. Hofbauer repeatedly pointed out that the information materials must be handed over to individual sportsmen in the member countries. Mr. Hofbauer thanked the members of the Executive Board and Section Heads for cooperation. A report of Vice-Chairman, Mr. Svorcik, on activities of the organization is available in each country and will also be published in Info. He would like to mention two points. Every country has a list of judges of the given country. When Mr. Hill died, it was difficult to produce a new list. The list should be updated and sent back to Mr. Svorcik. He apologized for partially delayed sending of ID cards. The ID cards should sent for prolongation directly to Mr. Svorcik or the relevant Section Head. In Spring 1999 a Naviga web page was installed. It was important to speed up contacts with the world. He thanked the Polish delegation that allowed Internet presentation during the FSRV European Championship. For instance, forms can be downloaded from the Internet. Mr. Svorcik thanked all for their help during the past years. 6. Mr. Türk introduced new Heads of Sections S and NS. Section reports are available to individual countries. Mr. Schmidt reported on the M Section. The M Section was established 4 years ago. Since 1999 new Rules have been effective. The main task was to find a new organizer for the World Championship and the European Championship. There is a small group, Categories A/B that were run for the second time in Bulgaria. Other categories of the Section were run in Duchov. This year there was the highest number of World Championship contestants in its history. Changes of the Rules for 2000 will be published in the next Info. Mr. Schmidt thanked all organizers for their good work. Mr. Fragniere reported on the World Competition in Gdansk and thanked for the excellent work of the organizer. This year a European Competition will take place in Barcelona, Spain. Its organizing has been partially very difficult. The new Spanish association had to be accepted to Naviga on a short notice. The competition will not take place in the World Trade Center but in a different auditorium. Some 300 vessels have been signed up. Other information will be reported by the organizer itself. In 2000 a World Competition will take place in Belgium. For 2002 the C Section World Competition was assigned to Hannover, Germany. In 2000 a meeting of Judges with the NS Section will take place. Mr. Koholzer, S Section Head, is in his office after 4 months only. He thanked the Bulgarian association for the organization of the World Championship. He would like to enter in a closer contact with individual associations. The next World Championship for Sailboats has been assigned to Poland. The Section Head will produce a statistical overview of the last World Championships and publish it in the Info. Mr. Kazmierzak was elected at the World Championship in Halle. He thanked his predecessors for the work performed. He would like to update the Rules of the Section. A 2001 World Championship organizer is looked for. The town of Bakov, Czech Republic, runs for the European Championship. A report of Mr. Tomaczek on the activities can be read on the Internet. 7. Nearly all the Rules have been reworked in the recent years. The allocation list that is available on the Internet must be exchanged. There are no questions regarding the FSRV and NS Rules. In Category C Belgium urges that medals be given. Belgium would like to apply the old Rules again. However, the new rule was approved by voting at the last meeting of the Section, and it has thus become effective. Changes can only be made at the next meeting of the Section. England proposed for consideration whether the Section should decide on changes of the Rules. A rule can only be accepted or returned to the Section for a new decision. The meeting was interrupted at 11:45 a.m. till 12:15 p.m. Mr. Fragniere presented a statistics on medal distribution. A discussion followed on whether the General Meeting can change the Rules or not. Principally, the General Meeting cannot change the Rules, this can only be done by the Section. Voting: 3 countries against, the rest in favor of the Rules Belgium proposed for consideration that the number of contestants would now drop. Italy has selected a team based on the old criteria for Belgium. Voting on the Rules of Sections NS, FSRV, M: the above said Rules hereby become effective 8. The report on Treasury balance is available to all national associations. Mr. St(hli and Mr. Miskuwitsch checked the Treasury balance. The inspectors determined that the treasury documents have been kept duly, and recommend an approval to be granted. 9. Proposal to approve the activities of the Board and the Treasurer. Activities of the Board have been unanimously approved. 10. Spain has been accepted as a new national association. Spain introduced itself. The association is pleased to organize the C Section European Competition. They brought a confirmation for the competition with them. Another association accepted is from the USA: The old US association paid in the last years but not this year. The Board sent them an e-mail yesterday. If no reply comes in 2 weeks, the new association can become member. Voting cannot take place until the next General Meeting in 2 years. There are associations that did fill sections but do not send any competitors to World Championships in these sections. However, there is another association in the same country that could fill the section. This is also the case of Sweden. The problem here concerns the NS Section. Sweden has sent no contestants to the last 2 NS Section World Championships. Italy says that the purpose of Naviga is to protect the old national associations and prevent their dividing. Italy asked the Board to accept the above said task. Mr. Türk responded: The purpose of Naviga is to protect associations. On the other hand, the opinions of contestants must also be taken into account. If the old association does not utilize the opportunity, a different association must be allowed to participate in the competition. This is the case of the Swedish association. Should the second Swedish association be accepted? Finland and Switzerland refrained from voting, nobody was against, the rest was in favor. The association was accepted. 11. Change in the Articles: Two years ago the General Meeting resolved to change the Articles. However, the authorities in Vienna refused the change. The last article of the Articles must be changed (§ 19). Article 19 must be left out, otherwise the Articles will not be accepted. Voting: Everybody was in favor of the deletion. Legal representation of Naviga must be established. Proposal: Naviga will be represented by the Chairman or a member of the Executive Board. Voting: Everybody was in favor. Break from 1:25 p.m. to 2:15 p.m. § 2 (3): The proposal of the Board has been accepted unanimously. § 4 (4): Naviga members can only be national associations. There was not method of proceeding against individual contestants. Therefore, Item 4 should be added. England asked who submitted the proposal e.g. for blocking. The Board proposes e.g. blocking. A member has a right to appeal to the Arbitration Court. Question by NL: Why do not the questions go to the Section Head only? A national association does not have to do anything at first, only afterwards can the Board intervene. Voting: Belgium against, the rest was in favor, the proposal was accepted. The General Meeting must today approve that if minor changes are to be made, the Board can approve them, or it can then appropriately change the Articles. However, the meaning of the Articles cannot be changed. Voting: Nobody against, accepted unanimously. § 2 (4): "Continental Championship" must be added. 12. The Election Committee consists of Mr. Jaartsveld, Mr. Folkson, and Mr. Griesler. 13. Election procedure: The Executive Board is elected. Russia additionally assigned its votes to the Ukraine, Belorussia to Czechia, there are 104 votes available. Slovenia with its 3 votes left earlier. Voting: Proposal 1 37 votes Proposal 2 64 votes The new Board consists of Franz Hofbauer Chairman Vratislav Svorcik Vice-Chairman Jerzy Litwin Vice-Chairman Helmut Türk Secretary General Michael Dahm Treasurer The elected persons accept the election results. Mr. Litwien thanked for the support expressed. He would like to be available to all countries. Election of a treasury inspector: proposal Mrs. Batova Mr. Stähli Elected unanimously. Election of the Arbitration Court: proposal: Alekseevih Yevdokimov Mr. Melion from Poland Mr. Robinson from England Mr. Matysik from Germany Elected unanimously. 14. Several proposals were submitted. Proposal from Czechia: 1) Increase the start fee from USD 15 to USD 30. For juniors the start fee should be increased to USD 20. A discussion of individual national associations followed. The double amount is too much though. Voting: everybody against except for Czechia 2) Every country should appoint a member for sections (an expert) who would cooperate with the Section Head. At present the Section Head selects his co-workers himself. However, every country should have a possibility to influence the Rules. The Section Head does not agree. During World Championships countries have an opportunity to express their opinions. Only one contact address should be used for every national association. The Rules should continue to be produced by the Rules Committee. Every national association should report one contact person to every Section Head. Voting: Majority in favor Authorization for starts for Hong Kong. Currently Hong Kong is a part of China. The Board opines that the contestants must start for China. The China representative responded. There is a new policy under way, i.e. two systems in one country. He suggests that the Olympic method be applied. The IOC still acknowledges both countries. In that case Hong Kong could participate. Voting: Hong Kong can act as a separate contestant until the IOC recalls its consent. This should in the future apply to all associations. Nevertheless, payments must be effected as well. Voting: accepted unanimously. Proposal of Finland: In Finland there is a second national association too. At the last two World Championships there were no representatives in the NS Section. At the next World Championship the other national association from Finland could send contestants in the NS Section. No voting held, just for information purposes. Finland has not expressed itself. Czechia received a contribution to organize the 2000 European Championship of the NS Section. 15. There is no proposal available to change the membership fees. The fees remain at present levels. Accepted unanimously. 16. Mr. Willi König from Germany was paid homage for his long-term activity as a Judge. Furthermore, homage is paid to the organizer of the competitions in Velenje, Slovenia. Proposals from Finland will not be realized until the next General Meeting due to their late reception. 25. Chairman of the Swiss association handed over a present to Mr. Hofbauer on the occasion of the 40th anniversary of Naviga. 26. The Chairman, Mr. Hofbauer, concluded the General Meeting at 5:30 p.m. |
