The minutes of the general meeting

| 1. Opening President of Naviga Mr hofabuer opens the general meting of Naviga on November 10, 2007 at 9 am. He welcomes the mayor of Korneuburg. After the anthem of Naviga is played the mayor addresses the meeting and he also welcomes all the delegates. He thanks the president and secretary general for a long collaboration with the city. Mr Turk once more expresses his thanks to the mayor of Korneuburg. 2. Worship of the memory of the deceased. 3. Retrospective Mr Hofbauer has worked for Naviga for 26 years. He thanks his wife for her help. He hopes his work for Naviga is going to be remembered for a long time . Many things have been done. For example a new flag came into existence. Materials have been copied and selected for all the sections. Rules and letters have been sent and distributed, Naviga Info paper has been issued four times a year. 40th anniversary of Naviga was celebrated, presents were acquired and sold. The new presidium should be active as well, Naviga Info should be issued and distributed. But everything costs money, the charges are higher, the costs are rising. Despite all saving measures the costs cannot be absorbed. Mr Hofbauer thanks to all the members of the presidium. 4. Call out of the delegates Germany - 6 votes Czech Republic - 6 votes Belgium - 4 votes France - 6 votes Netherlands - 5 votes Austria - 4 votes Slovakia - 5 votes Switzerland - 4 votes China - 5 votes Poland - 5 votes Romania - 5 votes Armenia - 1 vote Bulgaria - 6 votes Ukraine - 6 votes and 5 votes from Belarus Hungary - 4 votes Italy - 5 votes Presidium - 9 votes + 2 votes Denmark + 1 vote USA Total - 95 votes The meeting is quorate. 5. There are no objections against the agenda of the meeting. there are no urgent demands. Break until 10 am. 6. Reports from the heads of sections and the presidium. Mr Litwin delivers his report. He collaborated with the heads of respective sections, with the president and secretary general. MrLitwin worked out a new ceremonial order. He took part in numerous events as the representative of Naviga. Mr Svorcík took part in many events as the respresentative of Naviga. He took care of the referees as well as of the Internet website. He asks all the countries to collaborate in the case of Internet. Reports from the heads of sections are available to everyone. Respective heads of sections inform on the activities and on future European as well as World championships. In section NS the oragnizer of the European Championship – 26/06 – 02/07 2008 – is appointed . The World Championship will be held in Pirna in 2009. There were two applicants because Poland applied as well but Poland was asked to organize the World Championship in 2011. Change in rules for section S. Next World Championship will ne held in Hungary. Change in rules will be posted on the Internet. Head of section A/B informs on the World Championship in France. Next World Championship will be held in England or in Bulgaria. Next World Championship in section M will be held next year in July in Poland – Warsaw. Section M is facing the reorientation towards new power accumulators. All national unions will be asked once again to fill in the questionnaires. Secretary general speaks about his work in Naviga. There are problems with numerous spams. Some important emails may be deleted by mistake together with the spams. Here he asks for apology. He was in Dubrovnik as a represntative of Naviga. He once again thanks to the city of Dubrovnik. 6. Financial report Financial report is available to all he countries. Naviga has to look for other means of financing. Auditors confirm that the treasury has been kept properly. 7. Dismission of the old presidium Austria proposes dismission of the presidium. Unanimously approved. 8. Proposals Representatives of Georgia arrived. The number of delegates rises to 100. Mr Turk introduces the delegation. The only proposal which arrived in time was from Russia. Election is a problem the members of the presidium should already know themselves if they are to work together. Russia would like to change the block election to individual election again. Justification: the poeple will not meet. But what happens if the people do not meet even in advance? Will the collaboration be possible? The proposal rejected 12 votes for, 88 against. Other proposals Netherlands, Belgium and France propose to name Mr Hofabuer an honorary president and Mr Turk an honorary member. 2 people abstained, unanimously approved 9. Fees and contributions No new changes planned but they may be proposed by the new presidium. 10. Nomination of election committee Proposed members: Mrs Schmidt, Mr Melion, Mr Jaatsfeld Unanimously approved There were three election proposals and they were made public. Russian proposal cannot be carried out because the proposed persons were not addressed and not all of them agree with the proposal. That is why there two election propoals, one from Germany and one from the Czech Republic. They differ only in one person, one of the vice presidents is different. 11. Election Czech Republic and Germany introduce their proposals. All proposed persons were addressed and asked whether they agree with the proposal and whether they will be able and willing to collaborate wth the others. That is why both proposals are prepared for voting. Election committee distributes ballot papers. A short break for counting the votes. Question: Is there a possibility to recognize the sport of water modelling as a sport? Two or three countries Poland and France among them. The advantage is a financial support. This has to be sorted out by respective organizations. Naviga cannot sort that out. Georgia has not received such a status. Result of election: Proposal number two got 49 votes (Czech Republic) Proposal number 1 got 51 votes (Germany) German proposal approved by 2 votes majority. The executive presidium of Naviga consists of the following persons: President Dieter Matysik Vice president Maria Demidenko Vice president Vratisalv Švorčík Secretary general Mr Bartova Treasurer Michael Dahm Half an hour break. 12. Awards Mr Hofbauer and Mr Turk present the awards: Mr Petke from Hungary was awarded a golden honorary pin Mr Tomášek sen. was awarded a silver honorary pin Helmut Turk was awarded a silver honorary pin Micahel Dahm was awarded a golden honorary pin Mr Hofbauer, Mr Litwin and Mr Turk were awarded: Mr Hofbauer and Mr Turk made a team now they are leaving to relax Mr Turk will probably go on working as a referee for section of sailboats Mr Liwin is also awarded by a new president of Naviga Mr Matysik Mr Litwin and Mr Turk are given two paintings (lighthouses), M Hofbauer was given a ship (from all the countries). Ukraine awards Mr Hofabuer with a medal. Bulgaria aslo thanks him for his work for Naviga and gives him a present as well. 13. Miscellanea Section NS: 2 proposals – all the rules should be posted on the Internet. A referee team for construction assessment should be reduced to 3 persons from 5, all the competitions should be shorter. Mr Turk thinks that these two proposals should be handed over to the sections and to the new presidium. France: Ukraine had some problem with visas for the sections AB after the World Championship. There were also some problems with the costs due to that fact. Mrs Demidenko thanks to the French union for lots of work and effort they had with the Ukrainian sportsmen. St. Petersburg, the World Championship section MS question from Belgium: Referees were paid in rubles. Why was that? Why do we have rules which are not being observed? Referees in sections NS and C were nominated too late which causes problems on the organizing side. Mr Matysik explains the reasons why it takes so long. Mostly the referees are nominated just a hort time before the deadline because they are for example hard to reach. Referees should be addressed via Internet. Belgium. If the number of referees is reduced then the same referees must not be nominated. there should be some rotation. Both sections have to find some kind of solution. Question from Bulgaria: sections C and NS would like to organize a training for referees in the town of Stara Zagora. The World Championship in Stara Zagora in 2010. A new center for ship modelling sport has been built here. Heads of boths sections are pleased with the possibility. They will address the Bulgarian union. 14. Handover of activities to the new presidium The new presidium takes over the acitivities of the old presidium. A new auditor is being looked for . Porposal: Belgium. No votes against. Netherlands and Belgium have been auditors since November 1, 2007. Proposal of the members of the court of arbitration: Helmut Langl, Mr Ludringer, Mr Melion All voted for unanimously. 15. Closing of the general meeting. Dieter Matysik closes the general meeting at 2 pm. |
