The chairman of board of Naviga Franz Hofbauer opens the session at 9.15. The mayor of Korneuburg delivers a short welcome but has to leave the meeting son due to other appointments. Mr Hofbauer informs on the program of the meeting and of the course of the evening. |

| Mr Hofbauer passed the charge of the meeting to Mr Turk.
Mr Turk explains the program . The board meeting is quorate. Mr Turk explains the new code of rules. The code has to be changed because there is a new EU law and the code has to be adapted to the new law. Each country has been given the new code of rules. Mr Turk informs on the changes for example a possible relocation of Naviga headquarters to some other country. In such a case Naviga would have to be dissolved in Austria and would have to be newly established in some other country. § 2,3,4, without changes. § 4 does not name the number of sections and their special listing. Otherwise the code of rules would have to be changed whenever there was a new section or some old one was cancelled. § 5 no changes § 6 more precise definition of the terms of expulsion of the member due to missing payments § 7, 8 no changes § 9 changed to October 31 of a year § 10 no changes § 11 more precise form, better explanation of composition § 12 no changes, better definition The transfer of votes. Up to now one country could represent more other countries. This should be changed, one country should represent only one other country. This rule should be introduced in order to prevent establishment of huge blocks. § 13, 14 no changes § 16 remains the same § 17 the commission of referees is defined more precisely, a member of presidium may become a member of commission of referees It is now possible to inform or to approve some stuff by means of fax or e-mail. It was not possible some time ago [due to saving funds] France objects: The code of rules was not accessible to all. Mr Turk: The code of rues has been displayed on the internet for 6 weeks. It was possible to make changes but no one did so. Russia: Russia asks how come that Russian is not the fourth official language. Mr Turk replies: 2/3 majority was not reached during the last board meeting. Now there is a chance to change the code of rules in an adequate way, but there was no new proposal to establish the fourth official language and that is why there cannot be any new voting. Belgium objects: If there is the fourth official language there will be even more problems. Russia: Many countries speak Russian but they cannot read everything. Mr Turk: Many important things have already been made public in Russian a besides there was no proposal in time. Russia: There was a proposal to establish Russian as the fourth official language at the last meeting. Mr Turk: The proposal was rejected. Switzerland: The changes have always be approved by the state of Austria. In Switzerland it is easier. That is why he proposes to relocate Naviga to Switzerland. France: Why is it not possible to publish all materials only in English? Mr Turk: It is not possible now while recording the code of rules. The official language in Austria is German. France: When one has a look at all covering unions everything is published in English. In future all communication should be carried out in English. Voting: no one against, the code of rules approved unanimously. Supplementary paragraph: In case that the authority does not prescribe any change it is the chairman of the board who is eligible to make changes. Voting: approved unanimously. Treasury report: Everyone has got a copy. The countries which are not present at the meeting will obtain the report by mail. Comptroller' s report: The treasury was checked by the representative of the Netherlands. The treasury is in order. Nothing prevents the treasurer from being eased out. Proposal to ease out the treasurer: approved by 90 votes, 1 abstained The treasurer is eased out. Admittance of new members: Spain became a new member - at present it is in FSRV section. 2005, 2006 subscriptions have been paid. Approved unanimously. Contributions of Belgium, France. Germany, Russia, Bulgaria and presidium contribution. Belgium: Who is responsible for the treasury of a respective section? The head of the section is responsible and the comptrollers check it. In case of some higher expenses the meeting of presidium is held. Prices of the internet: Contacts with Mr Niederheuser were established . He would do that but only under very special conditions. Mr Fragniere read the conditions. But they cannot be met. Mr Švorčík informs on current prices of the internet. The address has to be paid for [org]. The expenses can be cut down 30% under condition that the domain is administered by a firm but by a private person. There will be fewer problems if there are some rules concerning the internet. Naviga incomes will be even lower but the rules will be accessible to everyone. Copying expenses: As long as Mr Hofbauer copies everything himself everything is very cheap. All e-,ail addresses have to be put together. Unfortunately only 20% or 30% of all the unions provided their e-mail addresses. This will have to be improved. Translation expenses: There is no cheaper solution to translation expenses than in the Czech Republic. If the language of communication is English it will be cheaper. Board meeting expenses: Due to a high rent for the hall the expenses are high. The individual engagement of Hofbauer family is enormous. Otherwise the expenses would be even higher. Fixed expenses on referees: Should there be a certain set sum? In many countries the expenses are too high in other countries they are lower. Even today a referee has to pay some extra money in case he wants better accommodation. Bank payments are a big problem. But there is hardly anything that could be done about them. Training of referees: Referees for the NS and C sections should be trained. Training has already taken place. There could be a problem in communication which has to be solved in respective sections. The assembly thanks Mrs Hofbauer with a bunch of flowers. French contribution: 1. Board meeting should be held every year. I order to solve the problems one or two meetings a year are not enough. The problems should be solved in sections not at the board meeting. The expenses ate too high - rent of hall, refreshments, travelling expenses etc. France: there are a lot of problems which cannot be solved much less in one day once in two years. That is why France proposes to hold the board meeting once a year. Voting: 5 vote for, 86 votes against, rejected. If there is a need to hold a special board meeting it is possible to do so according to the code of rules. 2. Financial proposal introduced by France was not counted properly. Currently, the basic subscription fee is 195,- Euros, subscription for a section is 35,- Euros. At present the real income is higher than in the proposal. France would like each country to pay the same sum of money no matter how many sections it is a member of. The problem is that some countries have two unions or they are members of only a part of a section. They have no interest in paying everything. And besides not every country is able to pay a full amount. Ukraine: Will al the countries have the same number of votes: Yes, they will. Voting: Should al the countries pay the same sum? France 5 vote for, 86 votes against, rejected. 3. F6 Just one medal for the team! Who gets a medal" in other sports all members of a team get a medal. Head of the NS section: The rules are stated in General rules . If there is a team each member of the team has to be given a medal. The board meeting will pass that to the section. The section is going to ask all the countries. 4. Election proposals: are unambiguously defined in the code of rules. Proposals are based on old sources. 5. Definition can be found in Business regulations. Now also for A / B. French contributions of September 5: 1. Applications for the WC : the countries enter the competition too late, they do not care about terms. This is not right. France would like to cease to tolerate that in the participants. This is currently possible. It is in the competence of the organizer. In other branches the rule is that he who pays in time pays less. He who pays late pays more. France says that with its the inaccurate rules Naviga can wash its hands of the responsibility. Armenia: There are countries which receive financial support from the state. German contribution: The junior who is a world champion and cannot defend his title next time because he has overcome the age limit should obtain a supplementary starting certificate in the same senior class. Mr Schaft replies: Enough supplementary starting positions have been created within the FSR section. They does not want to make anymore positions. Switzerland: It would be appropriate in the sections C And NS. A long discussion on the structure of Naviga. Board meeting is the highest body of Naviga. It can change the conclusions of the sections even though this may look like nonsense. A better solution has to be found here. General rules state that each section can set the numbers of participants. Each section now can decide whether it wishes to apply the German proposal. Bulgaria: Proposal to organize the European Championship in the section C in 2007. Will be discussed in the section Proposal to change the cubic capacity of engines in the section A/B will be handed over to the section A/B for checkout and implementation. Czech contribution came late and will not be discussed. And it would be too lengthy for the session. First it has to be discussed in sections. There were no other proposals from the member countries. Increase of subscription, basic subscription and subscription to sections. Proposal: increase of subscription and subscription in sections. Basic subscription from 195,- to 250,- Euros Subscription to a section from 35,- to 50,- Euros Reduction of subscription for WC to 500,- Euros Starting fees: Expenses on referees are high. Most votes for 2006. England and Sweden abstained from voting. The Netherlands votes against. Starting fee 15,- to 30,- Euro 86 votes for effective from 2006 break at 14.30 Miscellaneous: Poland - presentation of European Championship in NS The European Championship will take place from August 20 to August 26 in Glowno. Everything was presented at the board meeting. Polish championship has been held at this place two times. Poland will organize the EC in NS in 2006. Russia The World Championship in St. Petersburg in 2007. Russian union will organize the World Championship in NS Term: the end of July 2007 [25/07-02/08 2007] There will also be a navy parade. The city promised support. The organization of WC was entrusted to Russia. It is not possible to switch the sections every year. Only the section organizing the World Championship would be attractive. Are there any proposals? Belgium: If there is a list of participants and there is a list from which one can tell which sections are engaged than it is easy to simply check them out. Conclusion: The countries will be asked to confirm the section they are going to engage during the process of payment. Include into Business Regulations. Naviga has published an informative movie. The film should be shown at fairs. All the sections with the exception of A/B are introduced. Expenses: 15,- Euroes a piece. WC in Sailing: Senec 2007, cca 09/07 A trial regatta is going to be held there in April 2007. Ukraine. An international competition in the section M in the end of April. Information on the web. Training for referees of M, FSR and S will be prepared. When the competitors come back home from big competitions they need result lists with stamps [important!]. Each union is obliged to check the application whether it was stamped by the union. A new presidium will be elected during the next session of the board. A block selection is going to take place. In case of proposal present the team and ask each member whether they are willing to collaborate with other people as well. Terms of nomination: May 31 in the year of election, further proposals till August 31 of the same year. Mr Hofbauer will not take part in the next election. The members of presidium will announce whether they would like to go on working longer. |
