Minutes of Naviga general meeting
held on 10 November 2001 in Korneuburg:

1. Mr. Hofbauer opens the meeting at 09.15, and welcomes the delegates of countries and the Korneuburg town clerk. In 2001, this is the 41st general meeting in Korneuburg. Deceased Naviga members are remembered.
Mr. Hofbauer thanks to the town clerk for warm welcome and for his assistance. The town clerk has not ever denied help. 20 years already the general meeting have been taking place in Korneuburg. Mr. Hofbauer hands over two gifts to the town clerk for his twenty years of co-operation.

The town clerk welcomes the present. He thanks for the gifts he received. Much has changed in the last twenty years in Korneuburg. 14% higher population - so a total of 11,000 citizens. Therefore, financial sources were increased. Changes done at the town hall. He wishes a pleasant stay in the town and a satisfactory course of the meeting.
Mr. Hofbauer thanks the town clerk for his wish and hopes to see him at the tonight's banquet.

2. Mr. Türk finds out what countries are present:

The quorum is 76 votes + 9 votes of the Presiding Committee = 85 votes in total

3. The general meeting has a quorum.

4. The agenda is adopted unanimously. The general secretary has not received any proposal. No proposal is coming from the general meeting.
Mr. Türk reproaches that all proposals were submitted too late, with the exception of the Italian proposal. This proposal was published on the Internet. If proposals are received too late, no preparation can be carried out.
Belgium reproaches that two questions of June have not been yet replied to. He submits a copy of them.
1. Russia has not paid for the transport of models from Russia to Monz. Mr. Türk hands the question over to Russia. Russia will explain this.
2. The second problem will be clarified by Mr. Fragniere within the section.

5. Mr. Hofbauer presents a report on preceding years. Various European and world championships were organised. However, numbers of competitors have been decreasing, namely at European championships. The Presiding Committee shall do something to improve this situation. The world championship organisers will be supported.
No support can be given to European championships. In the case of a world championship, the financial assistance will be ATS 10,000. This will apply from 2002. Naviga or the section, as the case may be, will pay for 30 - 40 medals. The support of the medals themselves will be 3.6 EURO (or 3.5 USD) per medal for ca 40 medals.
Voting on this support: Belgium does not vote against this financial assistance. But the respective country should organise the competition first. Only then shall support be granted when the country needs the money.
All countries agree, adopted unanimously.
Supports may be granted for so long until there is money in the treasury. Mr. Hofbauer can be liable for the payment only till the end of his voting period. Mr. Hofbauer presents annual costs briefly.
For example ATS 35,000 for session of the Presiding Committee, ATS 11,000 for Internet, ATS 5,000 for information, ATS 7,500 for telephone/fax, ATS 3,000 for the secretary, ATS 15,000 for travel expenses - competitions, ATS 6,000 for gifts, ATS 25,000 support for world championship, ATS 8,000 for medals, ATS 10,000 for translations, TOTAL = ATS 125,000.
INCOME when all pay + sales: ATS 133,000.
The problem is that the countries pay for one section but they change the section in the course of the year. The countries pay only for the sections for which the world championship is held in the respective year. Besides this, money gets lost due to bank charges.

Mr. Hofbauer can secure money only provided that the sales are realised. He can also sell information to the participants who pay themselves. For instance, 23 pieces of information are sold. Currently money has been spared since Mr. Hofbauer does lots of things by his own. Otherwise, the expenses could not be funded. A new book of referees is available from this day.

At present, Naviga takes care for ca 50 classes.

If there are any questions, the President is ready to answer them.

England asks why the information is not mentioned on the Internet. Mr. Türk replies. Everything is on the Internet. More information cannot be found even in newspapers. Mr. Svorčík keeps searching for contributions.
France: deletion of classes: proposes to prescribe a period during which the countries propose which classes should be deleted.
Mr. Türk: the number of classes has been increasing for years. There has never been any deletion, in fact. In other model sport disciplines, classes increase.

Mr. Svorcik: main activity - referee and Internet.
Prolongation of cards or issue of a new card - as the case may be - lasts a bit long, sometimes. He asks to check the book of referees and Mr. Svorčík will promptly record changes in the Internet list.
He wishes to improve the Internet pages. However, he is not able to modify things like special pages of individual branches.
Section managers must participate in modification of the Internet presentation. There is good co-operation with China and Italy.

Mr. Litwin does not have anything special, and does not want to present any special report.

Mr. Türk is going to present his comments in respect of point 8.

Mr. Schmidt: the section manager submits his report to Internet. The European and World Championship took place in last two years. There were ca 190 competitors, including 25 % juniors.

He was elected again in Bulgaria. Changes in rules were decided and these will be published in next information.
New procedures will be issued next year. The union should take part in this process, through the mediation of TK. An application for the world championship organisation for individual classes A/B, F1V and F3Va has been submitted. Thanks to the organisers.

Peter Schaft: submits a copy of his report to every country. Will be available for potential questions.

Question from France: Will the procedures be changed for the next world championship?
Reply: No, no new procedure will be adopted. Changes may be found on the Internet page.

Roger Fragniere: the report will be published in the information and on the Internet. Two sessions took place, in Lindau and in Linz, in co-operation with NS section. The 10th world competition in Monz was held and European Championship in the Czech Republic. Both competitions were very well organised and had a lot of participants. He thanks the organisers. The rule is in operation since 1 January 2000, and will not be changed. Next year, the NS section sessions will continue, place of sessions e.g. Switzerland.
TK of the C section is: contact person anytime 5 countries represented. Next year, the competition will be organised in Hanover, Mr. Warder will mention in it. For 2004, France applied to have the opportunity to organise it. He thanks for co-operation.

Martin Tomacek: is not yet able to present a big report, since was elected only recently. He is going to publish a report in different languages. Rule: Two changes were approved in Ilawa: new class F4C, and steamships will not take part in the endurance race any more.
Mr. Griesler: 100 - 150 points for steam evaluation. Was this reflected? The change was reflected.

Belgium: the size of steamers is a problem. TK shall prepare a solution.

Yachting: a section manager is needed. The world championship too place in Poland. The sport aspect was very good, very well organised. There were some problems with accommodation.

No big changes in the procedures are going to be done within the section.
The next world championship will be held in Linz.

6. Report of Cashier and Treasury Inspector

The cashier presented his report on the treasury to all the present. Mr. Stähli presents his revision report. The cash register is O.K. He presents his recommendation to approve the treasury.

Voting: The cashier is admitted unanimously.

Before the break, Mr. Warda informs us about a competition in Hanover.
Letter of invitations were handed over today. The events will begin on Saturday, and ends next Saturday.
The events will take place in a shopping centre. The shopping centre is visited by ca 20000 visitors a day. All categories can be accommodated. Even a camp is available for accommodation. Also, a foreign travel society is ready to help. Mr. Wards believes that many participants will come, and he hopes that this action will be of the same success as in Monz.

Mr. Türk and the general meeting thank the Hofbauer family for the preparation of refreshment.

Russia presents an announcement of the European championship of NS in Moscow. There is a camp in the area, as well as a parking place. The area is closed and guarded. The transport from the hotel to the area is free. Same as the transport from the airport and railway station. There is a "Moscow Day" on 1 September, and the final events on 2 September are also a reserve day. There will be an extra program.

7. Admission of new members and disqualification.

No disqualification. Newly adopted members: New Zealand and a second organisation from Finland. Resolution: the countries are unanimously admitted.

Question of Poland: What is with Italy? As per Mr. Türk, Italy paid all sections.

8. Proposals

A proposal on exceeding the term of office of section managers from 2 to 4 years.
Belgium: 4 years is a long time, if a section manager does not work properly, it is no way to get rid of him. When the elections then proceed in a distant country, the section manager is elected for a period of 8 years. When he works properly he is very likely to be elected again.

Austria: 2 years is a very short period for new procedures to establish.
England: Section manager does not make the procedures. The procedures are prepared by commissions.

Emotional discussion on advantages and disadvantages.
Germany: is has become a habit that new procedures are brought into effect with a new section manager. It is not good. The procedures should be in operation for 4 years. The section manager should be appointed one in two years. In addition, there is no communication between the old and new section manager after 4 years.

Holland: it is also important that the section manager keeps the section O.K. This will be secured when the section manager works properly.

Svorcik: proposal as an option from the Czech Republic: the Presiding Committee has the power to remove the section manager from his office so that a new election can proceed.
Holland: the section manager is a manager of one division. The Presiding Committee cannot intervene. When he works properly, he stays the section manager for long.

Voting: 4 or 2 years

Who is for the old solution 2 years: 64 votes for the old arrangement
The old arrangement still remains in operation.

Is attached as an enclosure to the record: voting - all are for the new membership fees in EUR.

What costs should Naviga take over during the general meeting?
Naviga will bear the costs of refreshment during the general meeting for 2 persons and one interpreter, but will not bear costs for an overnight stay.
Costs on obligation for liability (illness, etc.)
Costs on the evening action after the general meeting
Voting: unanimously admitted.

Booking rooms for the general meeting: Naviga will receive many reservations but not all participants then come. But Naviga has to pay the unoccupied rooms.

England: If the provincial covering unions do not pay for the rooms, the money has to be added to the membership fee: It is hardly admissible.
Who does not pay is not allowed to take part in competitions.

Mr. Hofbauer's proposal: if a provincial covering union does not come, but made a reservation, no reservation will be made later for this particular covering union.
Voting: all agree with the proposal.

Mr. Türk reads the proposals (they are attached to the record).

Ukraine: is against the old arrangement.

The proposal is submitted by TK general meeting of C section, to be consulted and decided.
Voting: all vote for TK hand-over.

The second point is already solved.

Sessions of sections:
Mr. Svorcik: Mr. Svorcik does not like the formulation. He was the chairman of the meeting. 12 countries attended; 8 attended at the session. There was Italy among these 8; only Italy was not allowed to vote, e.g. when section manager was elected (prohibition of Mr. Casini). He agreed with everything else.

Our world championships and meetings of sections are the best places for discussions of the members about the procedures. This is stimulation for them to come.

England: Has the same opinion. Besides this, Mr. Casini should also be present at the general meeting.

Mr. Türk: each section has one TK. Here are the delegates of countries asked to engage there.

Roger Fragniere: 2 delegates from Italy attended the meeting in Lindau. They did not say a word there.

Pan Schmidt: cites from a letter. Date of each session is mentioned in every schedule. No proposals are coming, nor from Italy therefore their submission is not possible. Majority of Germany is the only country that submitted a written statement.

Point 2 of proposal 2:

For the European Championship, the Italian union registered participants in Eco. They are the same participants in standard and experts. The section manager told directly to the participants that this was not possible. The union did not know the rules.

Proposal of the Czech Republic:
Increase of start fees: to USD 20.00 for juniors and USD 30.00 for seniors for European and world competitions. Organisers need more money. The starting fee in our sport is very low.

England: at aircrafts, the registration fee is in most of cases paid by national unions. The sections do not need any more money. Most of organisers state profits. Organisers have incomes from accommodation and catering. In other sport disciplines, there is money for sportsmen at the registration fee (starting fee).

P. Schaft: The participants who compete in several classes will not be able to participate so often.

Belgium: The starting fees are sufficient when the organisation is good.
Ukraine: The Ukraine union thinks that when the starting fee is increased, the number of competitors will drop. Competitors in other sport disciplines have bigger support from their unions. When lower number of participants come, the organiser has even less.

Poland: Poland votes for the proposal on an increase.

Voting: Poland, Czech Republic and Mr. Svorcik for the proposal, the rest against. The proposal was rejected.

Information: liability of organisers: still more important. Organisers need insurance, namely for European and world championships. Naviga will require them to demonstrate this, beginning from next year.

General discussion on this topic.

Proposal of France: clear informing about changes in procedures and new rules. This proposal to be given to the sections.
The best way is the Internet, the way the FSR section does so.
