Consult of Competition Rules 2003 FSR-H/V and FSR-0.

I got by post new Competition Rules FSR-H/V and FSR-O, and I have questions:

1) Minutes from Section Meeting FSR H and O 2. 8. 2002 in Belchatow say:

The voting is on changing the number of laps for all FSR-H classes to 6. 
9-yes, 2 nou, 3 -
So this meeting is favour of changing the number of laps for all classes to 6.

Competition Rules 2003 FSR-H/V - page 30, paragraph 6.9. (2):
The models have to achieve the following number of laps within 4 minutes: 
FSR H 3,5 = 5 laps
FSR H 7,5 = 6 laps
FSR H 15 = 7 laps

What is right?

2) The course in FSR-O classes is sailed clockwise.
To pontoon is startplace number 1 to right site and startplace number 8 to left site. - see drawing to pages 13 and 18 the rules 2003 FSR-O.

Competition rules FSR - O, paragraph 6. 17. (3) say:
8 competitors with the highest scores from the qualify for final . For the final one heat is to be run. The best placed competitor will occupy start position 1 (right site) , the second best placed start position 2, the third best placed position 3, the fourth best placed position 4 etc. Until the eight placed . who will occupy start position 8 (left site)..
It is right?

3) Competition Rules FSR H/V:
Page 20, paragraph 6.1. (3):
Every model must have on the deck a longitudial mount foe attaching number plate which can be provided by the competitor . ( be provide the organizer?)
The number plate give competitor or organizer ?
When the competitor last sentens is uselles.
Last sentence :
It is allowed the use the own number plate if they are according to the rules.
