A Report on the NS World Championship

| Locality: The natural lakes in this area are exposed to wind, which caused two interruptions of the competition when the model boats were in danger of being damaged. |
| Technical preparation: The level of technical preparation of the event was high. |
| Complaints: In the course of the event, 3 complaints were filed. |
| On July 15, the teams of Poland, Russia and China filed a joint complaint against the judges for touching the models in the F4C class and against the interpretation of the construction rules. The judges were reprimanded for touching the models during evaluation, and additionally changes were made to the rules for 2004 to avoid the ambiguity of interpretation. |
| On July 16, the German Association filed a complaint against unacceptable violation of the radio silence by the Chinese participants during the competition. The complaint was found to be justified, however, as at the moment the competition was interrupted because of strong wind, the Chinese competitors were only reprimanded. |
| On July 18, the German Association filed a complaint against the penalty to Dirk Hamman for crossing the gate in reverse in an illegal way. It was stated that the interpretation of the rules justified the judges' decision. The rules however are not quite that clear. Due to the fact that acknowledging the claim would have harmed the other competitors, the points were not returned to Dirk Hamman. As a result, the rules for 2004 were changed. |
| As of the completion of this report, the organizer of the event has not completed his expenditures report, and so I am not able to present the statement of the event's costs to the NAVIGA presidium. |
| Summary: The world championship 2003 was from its beginning affected by difficulties due to ambiguity of the rules interpretations. The necessity to change the rules came also out of individual negotiations with the representatives of the national teams. We may hope that the most important changes have been made… We must however acknowledge the technical preparation of the world championship's organization. |
