NS Section Activity Report for period of 2001-2003
|
The main priority of the previous period was a renewal of sectional rules. National Unions from Germany, the Czech Republic and section management suggested to change and redefine some rules. The approval process of these suggested changes and correction was delayed about one year, though (due to the disasterous floods, that disconnected section management from field work and activities of the section).
Therefore the suggested changes and corrections have been discused and approved later, during World Championship in France in 2003. This meeting/gathering also reflected current problems with interpretation of the rules during this world championship. Based on all relevant discussions a new text has been prepared and translated into German (thanks to TK NAUTICUS). This text is available to Unions, Naviga Presidium and the General Board. There has been prepared also an alternative in English. In cooperation with a French Union a French version will be prepared too. These rules will be effective from January 1, 2004.
In 2002 (Russian Federation) European championship of NS section was organized in Moscow. Unfortunately, colleagues representing European Union countries did not participate in this event.
In 2003 French Union has organized World Championship in St-Julien-de-Concelles. This worldchampionship brought into the attention two issues: necessity of changes in some rules and importance of judge preparation improvement.
In the future following steps need to be taken:
- Continue working on rules improvement and development, especially in NSS class.
- Identify a country to organize the European Championship 2004. Attempt to organize the championship in the Czech Republic was not successful. If we are not able to identify the organizing country, the championship will not be open in 2004.
- Organization of World Championship in 2005 is being negotiated with the Russian federation (Moscow) and China federation (Peking).
