Section Meeting FSR H and O
2. august 2002, Belchatow, Poland

1. Opening
The chairman Peter Schaft opens the meeting and expresses the hope that is will be a successful meeting after today's heavy rainfall.
Announcement for tomorrow's schedule: due to the heavy rainfall it was not possible to get the whole schedule trough today. Tomorrow's race will start at 7.30 with the rest of today's offshore races. After that the normal schedule will be followed. Because of time we may have to skip the last offshore heats in every class.
A question is posed weather all offshore races should be repeated, because the rules say they have to be completed within a certain timeframe. In principle it should, but we have no time for the run over this class.

2. Calling and registration of present national federations
The following nations where present:
United States of America (USA),Great Britain (GB), Czech (CZ), Germany (D), France (F), Russian (RUS ), Sweden (S), The Netherlands (NL), Hong-Kong (HK), Poland (PL), China (CHN), Italy ( I ) Belarus (BLR), Norway(N), Belgium (B).
3. Things from last period
A letter of e-mail was send out to all member countries with a number of proposals.
After that a letter from Italy regarding those proposals was received, stating that they didn't quite understand the proposals.
4. Election of the section leader
Because the section meeting is split (FSR-V meeting will be held next week) it is not possible to make a definite election in this meeting alone. The results of this meeting will be taken in account in the FSR-V meeting and the sum will determine the outcome of the election.
Vice President Vratislav Svorcik nominates Peter Schaft as section leader. There are no other candidates in this meeting. The meeting votes unanimously for Peter Schaft to continue his position as section leader.
5. Election of the sub section leaders H and O
For the position of sub leader Hydro there is only one candidate, the present sub leader Henri Jaartsveld. He is appointed unanimously for another 2 years.
Also for the sub leader Offshore there is only one candidate, the present sub leader Paul Firmin. He is appointed unanimously as well to continue his work for two more years.
6. European championships
Last time there has been no European championship. Up to now there haven't been any proposals. So there will not be EC next year. Even though is may be sad to see this is the case there seems to be nothing to be done about it.
For those who want to have a big race anyhow, next year there will be a big Northern American H+O race (with over 600 boats) in New Mexico, 8 days starting the 2nd week of July. Al Hobs will forward the information.
7. World championships
Up to now there haven't been any proposals to organise the next world championships but just very recently Slovenia has come up with an offical paper to organise the WCs in 2004.
8. Break
The chairman calls for a break and want to resume the meeting at 21.30h.
9. Proposals send to the member countries and representatives Section FSR
Germany and Holland proposed to have 5 participants per country from every country.
The section FSR have make one extra proposel about the participants.
If one country has one participant in the final the country will have for the next championship one extra place,if they have two participants in the final they have the richt for two extra place's.The maximum will be five,and it can be that they have the titlle defender he has also the richt to start.
The vote is for 3 of 5 participants our the extra proposel from the section.

So the situation will remain as it is, with 3 participants per country. For offshore, it will be 3 participant from now on as well. ( In the past 5 was allowed because it was a "new coming" class)

Sweden proposed to allow juniors to enter the senior classes when it turns out at the championships that there aren't enough juniors for a separate junior class.
The vote is on weather under those circumstances junior are allowed to enter in senior classes.

So the proposal is accepted for hydro and offshore. It still means that every country may enter 3 persons per class. ( In this case seniors and juniors in total)

Holland proposed to mix the FSR-H-O and V world championships again.
The vote is on mixing the championships as they were before.

So the hydro and offshore meeting is in favour, but also the FSR-V meeting will have to vote on this. And even then is up to Naviga to decide on this matter. And organisers may have problems with a championship being mixed or not. And since there aren't that many countries willing to organise this has to be taken into account.

Also the section has some (technical) proposals.

The year is defined as from January to December in stead of January to January.

For all 15 en 35 cc classes the minimum age is set at 12 years.

No use of radios is allowed within 1000 metres; breaking this rule will cause disqualification
Running of engines within 200 metres is forbidden as well.
The fixing of number plates for V is on the right side, for H and O on the left side.

10. Other points and suggestions
France suggest to have a 5 minute team leaders meeting every day.
The general thought on this is that there is no interest in such a thing.

Sweden suggests to go through the rule book to take out any rules that don't apply to H or O racing any more.
Everybody who has comments on specific parts of the rulebook should put this forward and that will be taken into account in the next rulebook update.

Hong-kong would like to receive an official invitation for championships because this would make it easier for them to get their boat gear through customs.

Germany wants to change the number of laps for every H class to 6 which would make things a bit easier and which complies with the rules used in de USA. Since a proposal hasn't been put out previously to this meeting a voting on this can only be informative, not decisive. The voting is on changing the number of laps for all FSR-H classes to 6.

So this meeting is in favour of changing the number of laps for all classes to 6.
Furthermore Germany points out that the regulation for offshore boats has to be clearer and more specific. Paul Firmin will make some drawings on what an offshore boat should look like.

Belarus asks whether it would be possible to have the tents at the waterside assigned to the various countries.
The organisation said they would do it, why it is not done is unknown.

Norway asks what the voting is for changing the offshore course to oval as in hydro.
The voting is on oval course for offshore.

So the meeting is in favour of an oval course for offshore.
